Compliance Letter
Planning Board Members;
On behalf of the owners,Bill &Jessica Karras,of 316 Great Pond Road,I am requesting a final signoff from
the Planning Board for the recently completed construction activities in the Watershed Protection District.
I personally inspected the site on November 9,2015 and found the site to be fully stabilized by means of grass
and other landscaped materials.The patio and children's playarea were built in a slightly smaller footprint
than the approved plans. The deed restriction of fertilizer,pesticide,and herbicide use was recorded by the
owner(Book:13876 Page 333). The wetland emblems were installed by the owner at the limit of work line.
The grass growth throughout the site was fully established with no signs of erosion.
The site was constructed in substantial compliance with the Conservation Commission's Order of Conditions
and subsequent modification. Additionally,the site was constructed in accordance with the Planning Board's
Watershed Special Permit.
I would ask that you schedule this request on your next available agenda.

Dear Bill,
Thank you for meeting with me this morning,though I still have concerns about the work that
you have started at 316 Great Pond Road.
Per our conversation when you were operating the backhoe last week, the week of September 15
through 20, you cut the ground to our fence,which is over the property line, it rained on Sunday,
September 21 and the soil beneath the fence and to our side of it washed away. We spoke
afterwards and you assured us that you had put stone in to secure ground. Also,that you would
restore the land back to the height of our fence and back to the property line at a minimum.
We have observed that there are still sections where the property has not been restored. It also
appears that you have restored the property in a slope. The ground needs to be flat to the
property line, as it was prior to your excavation. You have assured me that this will happen once
you have constructed your stone wall.
We are asking that:
1. The property line is reestablished by a certified land surveyor. The property had been
surveyed by Christiansen& Sergi Inc. in October 2013.
2. The property from the reestablished survey line to our fence is flat/level,no slope once you
have constructed your wall.
3. The elevations and lengths of walls and land excavations are complied with per the plan
approved by the North Andover Planning Board.
4. Dig Safe is called prior to any additional excavation work as there are electric and gas lines in
our backyard.

The Planning Board may want tOinclude a condition oF deed restriction that the pool deck b8 maintained a5a
pervious surface, in addition tV the deed restrictions listed OO the plan. Either the Nanning Board or Conservation
