Response to General Requirements—Written Documentation:
Continent 1: Encouraging the most appropriate use of land.
Response: Construction of the dwelling is consistent with the Zoning district the site is located in.
Continent 2:Preventing the overcrowding of land.
Response: The proposed dwelling is to be built in the approximate location of a previous dwelling built in
1680. This dwelling has recently been relocated to another site in Town by the North Andover Historical
Conunission.
Comment 3: Conserving the value of land and buildings.
Response: The proposed new dwelling will be visually appealing and more comparable with other area
residences in terms of construction type and homeowner ammenities.
Continent 4.Lessening the congestion of traffic.
Response: A short-term increase in construction traffic may result during construction. However,after
construction,there will be no increase or change of traffic patterns.
Conu lent 5:Preventing undue concentration of population.
Response:No increase in concentration of population will result from this project.
Conunent 6:Providing adequate light and air.
Response:No detrimental effects of light and air quality will result from construction of this dwelling.
Comment 7:Reducing the hazards from fire and other danger.
Response: This home will be designed in accordance with the Massachusetts Building Code Regulations.
Comment 8:Assisting in the economical provisions of transportation,water sewerage, schools,parks,and
other public facilities.
Response: This project will contribute to the economical provisions of the town typical of any residence.
Comment 9: Controlling the use of bodies of water, including watercourses.
Response: No water bodies or watercourses exist on site.
Conunent 10. Reducing the probability of losses resulting from floods.
Response: The site is located outside the 100-year flood plain. The house will be constructed with roof-
water drywells to recharge groundwater and minimize off-site run-off.
Continent 11: Reserving and increasing the amenities of the Town.
Response: The proposed dwelling will reserve and increase the amenities of the Town typical of any
residence.
Response to Specific Requirements—Written Documentation:
1. Construction of the proposed dwelling will not result in any degradation of water quality or
quantity. Since the site is encompassed by a 4-foot stone wall(non-retaining)any sediment
related to construction activities will be contained within the site. The location of the proposed
dwelling is located outside the 100-foot buffer of any adjacent wetland areas and all utility
connections of the previous dwelling will be re-used. The proposed dwelling construction
activity was determined to be non-jurisdictional by the North Andover Conservation Commission
August 15,2001. Additionally,the installation of roof-water drywells will reduce site run-off and
increase groundwater recharge.
2. Given that this is an existing lot,of which the majority of which is located within the 325'Non-
Discharge zone,no alternative exists.
