Enclosed is an application for a site plan special permit for an addition to the existing
building at 350 Holt Road,North Andover. The pin-pose of this addition is to give the
company more space to store the raw materials used in its manufacturing operation.
Crusader Paper processes raw paper in to smaller sizes and shapes as required by its
customers.
Attached to the standard application form is an appendix of additional information which
addresses all of the requirements in the Site Plan Review section 8.3 of the Zoning
Bylaw.

Dear Lincoln:
This letter and the enclosed revised plans are being submitted in response to the Review
letter received by this office on April 10,2007. The following plan revisions or
comments are in response to the items listed in the letter.
1. The Board of Appeals did not vote on the request for a variance at their last
meeting because they had not had time to review the plans and visit the site. I
expect an approval at the next meeting. I suggest that the planning board approval
be contingent upon the granting of the variance.
2. The plan has been revised to show the direction of slope, the steepness of the
slope, and the top of the slope.
3. The height of the building has been indicated on the plan within the zoning table.

10. The new building will have the same finished floor elevation as the existing
building. The foundation along the detention basin will be designed by the
architect to act as a retaining wall to support the unbalanced fill which will be a
result of the difference between interior elevation and exterior elevation.
11. The towns DPW representative has been present at TRC meetings and did not
raise any objection to the new entrance location.
12. Curbing has been added to the west side of the new entry drive to keep
stormwater from flowing off site.
13. Details for the segmental block retaining wall and pavements sections have been
added to a new sheet two of the plans.
14. Rip Rap has been added at the pipe entrances.
15. The erosion control detail has been revised to show the direction of flow.
16. The slope of the proposed 18"pipe has been revised to be .5%
17. The pipe sizes and inverts have been added to the plans. These values were
verified as part of the field survey.
18. If the pond were to overflow it would overflow in to the cul-de-sac. The elevation
at the edge of the cul-de-sac is 37.37. Spot grades have been added along the edge
of the pavement to verify this information on the plan.
19. The existing detention pond has collected silt over the years and the bottom is
higher than the outlet of the pipe. Inspection of the pipe did not reveal any
clogging of the pipe. To prevent this condition from occurring in the future the
pond has been redesigned to have a bottom elevation 6" lower than the pipe outlet
to create a shallow wet pond.A sediment forebay has also been added. These
modification have been made to address comments from the conservation
commission regarding the fact that the pond has accumulated silt and to provide
some level of compliance with the stormwater management regulations.
24. The pond has been designed with 2:1 slopes which are consistent with the existing
slopes in the pond. Grading of the slope was purposefully avoided to save the
large trees which line the road at the top of the slope and maintain the screening
they provide.

Dear Ms. Tymon:
Enclosed are revised as-built plans for the above referenced property. These plans contain
one minor revision to address comments int a letter 11

P. Willis,P.E. Director of engineering.A complete response to each item in his letter is
as follows.
1. The pond bottom was designed to be at elevation 33.19 as shown on the approved
plans a copy of which is enclosed. The pond is designed to be a wet pond and has
worked that way in the several storms we have had since its completion. Because
the pond is a wet pond it will have to re-vegetate naturally with vegetation that
will withstand the constant flooding conditions. The pond was not designed to
infiltrate water however during the approval process it was acknowledged that
because of the nature of the underlying soil infiltration would probably occur.
2. The invert and location shown for the 18"pipe where it outfalls in to the pond
was erroneous. This has been corrected on the enclosed revised as-built plan.
3. The runoff volumes used in the design of the proposed plans was based upon the
runoff from the entire site, including all of the existing and the proposed catch
basins. A copy of the drainage map and drainage area map have been sent to Mr.
Willis for his review.
4. The infiltration basin installed on the northwest comer of the addition was shown
on the design plans and was modeled in the original drainage calculations.
5. The rip-rip adjacent to the cul-de-sac is there in the event the outlet to the pond
becomes clogged. In the event of clogging the pond would overtop,water would
run across the road and in to the swale on the other side of the road. This is how
the pond was designed when the building was originally constructed. The rip-rap
was added to protect the slope in the event the pond ever overtopped.
6. The stilling basins or sediment forbays were a part of the original design which
was approved by the board.
I am sending a copy of this response to Mr. Willis along with copies of the original
design plans and drainage calculations so he can have a clearer picture as to what was
proposed to determine if the property was constructed as designed.

review of the application and submitted the attached review dated April lO, 2007. In addition, the

SITE PLAN REVIEW:
i. NORTH ARROW/LOCATION MAP: This has been provided on the plan.
ii. SURVEY OF LOT/PARCEL: The parcel area is displayed on the plan. The applicant did not
include a signed boundary survey of the property It is recommended that the Applicant submit a
surveyed plot plan signed/stamped from a Licensed P.L.S.
iii. NAME/DECRIPTION OF PROJECT: This has been provided in the title block of the plan
labeled "Proposed Site Plan, 250 Holt Road, North Andover, MA, Assessors Map 78, Parcel
1"Office Building at 163 Main Street", and a review of the project is described within the
application narrative. (See attached Application received 3/2/07)
iv. EASEMENTS/LEGAL CONDITIONS: The plan shows three easements, one 50-foot wide
railroad easement terminating at the southeastern terminus of the cul-de-sac,turnaround easement
that includes the existing cul-de-sac, and a 10-foot wide slope easement that extends on the
southern portion of the property abutting Holt. Road. The deed references associated with each
of the easements are noted in the General Notes section of the plan.
V. TOPOGRAPHY: This has been provided on the site plan at two-foot intervals. However, as
noted in VHB's review, the existing contours do not cover the site completely. Some areas are
simply labeled as "Steep Slope". In addition, the existing contours do not extend 50 feet beyond
the site limits. The Applicant should revise or request a waiver from this section. At a minimum,
VHB suggests adding arrows and actual values on the plan to indicate whether the "Steep
Slopes"are sloping toward or away from the site, and at what rate. The plans should be revised
to include all relevant contours.
vi. ZONING INFORMATION: A zoning chart has been included on the March 2, 2007 Site Plan.
The site is located in the Industrial 2 Zoning District. The site and parcel currently conform to
the dimensional and setback requirements within the zone. However, the zoning chart should be
revised to include allowed building heights and the proposed addition. Further, given the type of
project (warehouse expansion), the proposed addition will not require signage and no additional
parking. The applicant filed for a Variance with the Zoning Board of Appeals for a reduced
number of parking spaces on site. Currently, the site contains 46 parking spaces. Approximately
121 are required under the Town's Zoning Bylaw.
vii. STORMWATER DRAINAGE: Stormwater and roof runoff will be handled using the existing
detention pond located on the western portion of the property. VHB has reviewed the proposed
drainage and stormwater management plan and offers the following comments.
1. The Applicant is proposing to relocate an existing I8"pipe. Although the relocated pipe will
be slightly steeper, its slope will remain below the typical minimum slope of 0.5%. As shown
on the plans, the slope for the relocated pipe will be approximately 0.27%. The Applicant
should consider making this pipe steeper so that "self-cleaning"velocities can be achieved

verified during the "on the ground instrument survey"?

3. The Hydrocad models for the existing and proposed detention ponds include a 50 foot broad
crested weir, at elevation 37.37. It is not clear where this weir is located. Note that there is
an area at the northern tip of the site where it appears water could overflow out of the
detention pond at elevation 36+1--.
4. The existing 18-inch pipe that allows water to outlet the detention pond is shown to have an
invert of 34.19, however the existing bottom of basin elevation is shown on the plans as
35.5+1--. There is also a 35.32 foot spot grade approximately 15 feet from the pipe inlet. Is
this pipe partially buried? The Applicant should determine if the existing pipes downstream
of this location are required to be cleaned.
5. Slopes for detention ponds are typically constructed at a minimum of 3:1. Has the Applicant
considered using 3:1 slopes? It appears that additional storage volume could be found by
grading the slope adjacent to Holt Road.
Viii. BUILDING LOCATION: This section requires that the number of stories and overall height in
feet of all structures be indicated on the plans. The plan should be revised to show the height of
existing and proposed buildings/additions.
ix. BUILDING ELEVATION: The Applicant has requested a waiver from providing building
elevation plans. The proposed extension is to match the existing building. Planning Staff
recommends that a simplified elevation be provided by the application.
X. LOCATION OF PARKING/WALKWAYS: The site currently contains 44 parking spaces. The
required number of parking spaces for the building and addition is approximately 121 (1 space
per 1000 square feet). The applicant filed for a Variance with the Zoning Board of Appeals to
allow for the reduced number. The applicant contends that the site/business has never employed
more than 75 individual and is currently employing approximately 40 people. The applicant will
appear before the Zoning Board of Appeals in early May.
xi. LOCATION OF WETLANDS/NOTICE OF INTENT: The site plan states that wetlands do not
exist within 100' of the project.
xii. LOCATION OF WALLS/SIGNS: A sign is currently located on the southwestern portion of the
property near the primary access. No new signage is being proposed as a result of the project.
xiii. LOCATION OF ROADWAYS/DRIVES: Access to the site will be from existing curb cut off of
Holt Road and a proposed access drive off of the Holt Road cul-de-sac. A technical review
committee meeting was held regarding this application. At that time, the Fire Department and
the DPW supported the idea of an additional access behind the building. The applicant, however,
should receive written confirmation from the both divisions. VHB has reviewed the proposed
roadway extension and offers the following comments.
1. Is the finished floor elevation of the proposed extension going to match the existing building
(45.42 feet)? Proposed contours around the extension are at elevation 138. How will this 7-
foot difference be made up?
2. A secondary access point on Holt Road is proposed for this development. VHB assumes that
a secondary access point will be positively viewed by the North Andover Fire Department.
Has the Town's DPW commented on this secondary access?
3. Will the new access drive have any edge treatments (i.e. curbing)?
xiv. OUTDOOR STORAGE/DISPLAY AREAS: There is no outdoor storage being proposed.

xv. LANDSCAPING PLAN: The Applicant has requested a waiver from providing landscaping
plans. No landscaping is proposed.
xvi. REFUSE AREAS: No dumpsters are proposed.
xvii. LIGHTING FACILITIES: The Applicant has requested a waiver from providing lighting plans.
No new lighting is proposed. The applicant should clam why no additional lighting is being
proposed
xviii. DRAINAGE BASIN STUDY: Please refer to Section vii for responses.
xix. TRAFFIC IMPACT STUDY: The Applicant has requested a waiver from providing a Traffic
Impact Study. Traffic impacts are not anticipated.
xx. EROSION CONTROLS: None proposed on the plan. VHB has reviewed the proposed erosion
control management plan and offers the following comments.
1. Erosion protection (i.e. rip rap) should be proposed at the outlet of the relocated 18"flared
end section.
2. The Erosion Control Detail should speck the direction of f ow of the runoff(i.e. will runoff
meet the bales of hay first or the fencing?).
xxi. COMMONWEALTH REVIEW: No reports filed with any Sta�e Agency in support of this
project.Applicant is asking for a waiver. /
xxii. UTILITIES: The site will be serviced by municipal al services.
xxiii. FISCAL IMPACT: No fiscal impact study has been completed. Applicant is asking for a waiver.
xxiv. COMMUNITY IMPACT: No community impact study has been completed. Applicant is asking
for a waiver.
General Comments:

The plans were reviewed for conformance to the 1972 Town of North Andover Zoning Bylaw(last
amended July 10,2006). The Applicant has submitted the following information for VHB's review:

The following comments note non-conformance with specific sections of the Zoning Bylaw and general
questions/comments on the proposed design and VHB's recommendations/suggestions.

Dear Board Members:
I have reviewed the above referenced plan, compared it to the design plan, and made a site
visit. I offer the following comments for the engineer to address:
1. The design elevation for bottom of basin is 34.5. The invert out is 34.19. The as-built bottom
of basin is<33.0. There is standing water in the pond; no grass/vegetation is growing. It
appears the bottom of pond may be silted up causing it to hold water. Is this supposed to be an
infiltration pond? Will vegetation ever be able to establish itself?
2. The DMH in the N.E. corner of the building has an invert out of 35.10 and an invert at the
outfall of 37.29, more than 2' higher. This causes a negative slope in the pipe. Pipe should be
relaid.
3. The as-built plan shows a catch basin has been added from the western side of the west
driveway. Has this runoff volume been included in the model?
4. The as-built plan shoves infiltrators have been added from the northwest side of the addition.
Has this runoff volume been included in the model?
5. Rip rap has been added on the south side of the cul-de-sac. Is runoff from road flowing to
basin? Has this runoff volume been included in the model?
6. Stilling basins have been added to both ends of the pond.
