The Watershed Special Permit plan submission was reviewed for conformance to the appropriate sections of the 1972 Town of North Andover Zoning Bylaw amended on December 11,2000 and standard engineering practice. The Applicant submitted the following information for VHB's review: ➢ Plan of Land(1 sheet)dated 8-22-01 ➢ Watershed Special Permit Report dated 8-22-01 The plan submission includes a 2-story wood frame dwelling and related facilities. The following comments note non-conformance with specific sections and questions/comments on the proposed Watershed Special Permit: 4.136.2.f.b.iv. The applicant states that a 4-foot stonewalls that surrounds the site will be used to control sediment.VHB recommends that the applicant use hay bales and a silt fence or other standard erosion control methods. The location of the erosion control measures along with a detail should be shown on the plans. 4.136.4.c.vi. The applicant should address this section. A written statement may be added. 4.136.4.c.vii. The applicant should address the requirements or request a waiver from this section. The Applicant submitted the following information for VHB's review: ➢ Revised Plan of Land(1 sheet) dated 10-01-01 ➢ Written Response to Comments dated 10-02-01 The revised plan submission includes a 2-story wood frame dwelling and related facilities. The following comments are in response to revised plans and documents submitted to VHB: I(4.136.21b.iv.)Original VHB comment regarding sediment control has been satisfied. II (4.136.4.c.vi.) Original VHB comment has been satisfied. III(4.136.4.c.vii.)The applicant has requested a waiver from calculating down gradient concentrations of relevant chemicals.VHB recommends that the waiver be granted. It appears that all of VHB's comments have been adequately addressed (including requests for waivers)and VHB's concerns in this matter have been satisfied. The location of the proposed dwelling has been revised to provide greater separation ffom confer of"house to the 100'wetland offeat/rtp Wisturbance zone(aft revised drawing dated 10/01/01). Ala minimum, 15 feet Of separation is now provided,allowing sufficient access for construction. Additionally,hay bales with sift fence will be provided Along the down-gradient perimeter ofthe construction activity and along the l oo'offset live. u. Additionally,the homeowner agrees to prohibit the use of lawn or garden products that are not organic or stow-release nitrogen,pesticides,or herbicides. Since no clearing of a"ng wooded/veget fed sense,or wastewater disposal is required,and the lawn area is already established,the project will not create concentrations of nitrogen in groundwater greater than the Federal limit. III. (4.136.4.e.vu)No increase of concentrations of nitrogen,phosphorus,etc.are expected from this project and,therefore,are requesting a waiver of projecting downgrsdism concontrmiotu.
