Appendix D Plan I Summary The proposed project, entitled the Butcher Boy Mall. EOEA #(6449, will consist of the demolition of the existing meat market shop, and the new construction of a shopping center with retail and office space. The project is located at 1077 Osgood Street, North Andover, Massachusetts . All applicable local and State permits have been applied for or obtained. These include a local permit granted by the Board of Appeals to allow construction within 250 feet of the Town's drinking water source, Lake Cochichewick, and a State highway curb cut permit application has been filed (see Appendix A) . The major environmental effects from the proposed project would include an increase in the run-off from the site, and an estimated increase in traffic at the intersection of Osgood Street and Great Pond Road. The alternative to the project is the no build alternative, leaving the meat market asit presently stands. -1- II Project Description ` The proposed shopping center will be located on the east side of Osgood Street (Rte. 125) , at the intersection of Great Pond Road, North Andover, MA. The construction will take place on a 5 .4 acre parcel, of which approximately 2 . 0 acres is developed. The construction of the new shopping center will involve the demolition of an existing structure and the fabrication of a new building and parking area. The proposed 2 story building will con- sist of a total of 65, 861 s.f . with 34, 232 s .f . for offices, 17, 027 s .f . for the meat market, and 14 , 602 s.f . for retail stores . The proposed parking area will contain room for two hundred and thirty-two cars . (See Appendix B) . According to the Traffic Study Report by GLA Engineering, Inc. (see Appendix C) there will be an increase in the amount of traffic in the area. The situation can be alleviated by installing the proposed left turn lane for southbound traffic on Rte. 125 . This lane is for safety reasons only, but the impact caused by the increase in traffic will be minimized. The second area affected by the project will be in an inland wetland area located west of Osgood Street (Rte. 125) . The proposed culverts to be installed under Osgood Street will allow drainage to continue from the site on to a wetland area located west of Osgood Street. (See Appendix D for plans) . This wetland area drains into an intermittent stream which meanders its way around the Lawrence Municipal Airport and on to the Merri- mack River . The expected commencement date for this project will be the Fall of 1987 . -2- III Alternatives to Proposed Project The first alternative to the proposed project is the No Build Alternative. For this alternative, the existing structure would remain in place. The most significant affect of this alternative would be not having the safety of the left turn lane as provided in the proposed project. IV Existing Environment The project area is adjacent to the Town of North Andover drinking water supply, Lake Cochichewick. The topography at the site is generally flat with a slight slope to the east southeast. A portion of the lot to the southeast which borders Great Pond Road has a slope between 5 and 10% . In general the region has moderate to slight slopes with wetlands in low lying areas . Intermittent streams discharge into Lake Cochichewick, the Merrimack River and other ponds in the region. Lake Cochichewick provides a scenic quality to the areas as well as a drinking water source. V Mitigating Measures Mitigating measures proposed for the project include the con- struction of a concrete block retaining wall to control run-off from leaving the site in a southerly direction towards Lake Cochichewick. The retaining wall would allow run-off to enter the proposed drainage system and continue on to be discharged to the wetlands located to the west of Osgood Street. In addition a left turn lane for southbound traffic on Rte. 125 at the proposed entrance to the Mall is proposed to allow for safe traffic access . The traffic study should show the distribution of trips on the network immediately adjoining the site. The evening and Saturday peak hour level of service and V/C ratios should be shown for each of the intersections analyzed. The adequacy of the existing signal to handle the new site generated traffic should be. anaiyzed. The location and layout of the site drive should be clearly presented and its operating characteristics should also be analyzed. The traffic study should include accident data at the signalized intersection as well as other Intersections in the study area for a five year period. The operating conditions should be compared in three cases . The existing conditions , the 1992 No-Build, and the 1992 Build conditions . ANTHONY LALLY ASSOCIATES 100 Belmont Street No. Andover, MA 01845 Re: Butcher Boy Mall Building Facility No. Andover, MA Dear Mr. Lally : This supplements our traffic study report of February 17 , 1987 for the proposed Butcher Boy Mall at the intersection of Rte. 125 ( Osgood Street ) and Rte. 133 (Great Pond Road ) in North Andover. This also responds to the request for further information regarding traffic operations by the State Office of Enviromental Affairs. Enclosed are the following data for the proposed Buther Boy Mall as requested by the State: 1 . Trip Generation Estimate. 2. Assignment of Generated traffic Weekday Peak Hour Volumes. 3. Assignment of Generated Traffic Saturday Peak Hour Volumes. 4. Level of Service and v/c Rates. 5. Peak Hour and ADT Volumes. 6. Traffic Signal Permit. 7. Environmental Affairs letter of April 10 , 1987. The analyses show that the intersection of Rte. 125 and Rte. 133 currently and in 1992 with the proposed development and other known developments and the existing intersection conditions will operate at a Level of Service "C.• or higher during the morning peak hour, afternoon peak hour and Saturday peak hour. Similarly the same traffic operations will be experienced at the intersection of Rte. 125 and the entrance to the Butcher Boy Mall . It has been suggested that consideration be given to constructing a left turn lane for southbound traffic on Rte. 125 at the proposed entrance and a right turn lane for northbound traffic on Rte. 125 at the proposed entrance. Anthony Lally July 22, 1987 Page 2 of 2 While the capacity analyses do not indicate a need for the turn lanes, it is our recommendation for safety reasons, that the southbound left turn lane be constructed. However, we do not recommend the construction of the right turn lane as it can create conflicts and be a hazard between the northbound traffic entering the Butcher Boy Mall and the southbournd traffic on Great Pond Road ( Rte. 133 ) which makes a right turn to go north on Rte. 125. The two hundred feet available for a right turn lane is insufficient to provide a good weaving operation for these two traffic flows. For this reason we do not concur with construction of the suggested right turn lane. We are enclosing a worksheet print of the site plan showing the layout of the proposed southbound left turn lane.
