An existing two-family residence presently sitw on the 11,750 square foot lot. The lot is located within the General Business Zonir_g District. The applicants proposed to demolish the existing house and construct an office building on a slightly increased building footprint. The applicants intend to use the building for an insurance agency. The main entrance to the building will in the rear of the building, where a poreh with handicap ramp will be constructed between the bUiIding and the parking lot. The applicants intend to contract'l,vith a private cleaning sar�rice that will clean the building and remove all trash approximately twice per week. Any temporary storage of trash will be inside the building. Lighting Facilities Shielded lights will be installed on poles at the two ends of the parking lot, as indicated on the Site Plan. The lights will be designed and installed so as to illuminate the parking lot without casting light onto the adjacent properties. Additional exterior lighting will be provided on the building at the front and rear doors. r) Drainage Basin Stz,&,, A Drainage Analysis for the project is included with this application. The proposed subsurface infiltration system will mitigate the increased rates of runoff produced by the new parking lot such that post-development peak runoff rates will be equal to or less than existing peak runon rates irormn the site. S) Traffic Imp-act Stud,, According to the institute of Transportation Engineers' Trip Generation Matraal, a small general office building will generate an average of 3.7 vehicle trips per day per employee. The projected maximum number of employees for the building is 8, so th,,number of vehicle trips to by generated by the project will be approximately 30 per day. This number should have no noticeable impact on the traffic conditions of Main Street. t) Commonwealth Review There are no state permits required for this project. U) Utilities The existing utility services will be reused and/or modified for the new building. A stormwater management system consisting of two catch basins and a subsurface infiltration system will be installed in the parking lot. The locations and sizes of the Utilities are indicated on the Site Plan. u) Fiscallmpact Although no formal fiscal impact analysis was performed, it appears that the proposed project will have a positive fiscal impact on the town. The existing two-family dwelling, which could potentially house several school age children, will be demolished, and a commercial building with a higher assessed value will be constructed. The property will contribute significantly higher tax revenue for the town, and will eliminate two residences that could house public school_children. W Community Impact The proposed project will result in the loss of a two-family home in the CTeneral Business Zoning District, in a neighborhood with mixed residential and commercial use. The small office building that will be constructed has been designed to be architecturally similar to the existing house, so from Main Street the property will look similar to how it appears today. The construction of the parking lot will obviously result in a change in the character of the property as it is viewed from the adjacent residential properties, particularly along the northern property boundary, where there are few trees to provide screening. To soften this impact, a six foot high white vinyl fence will be installed along the northern property boundary. The project will benefit the downtown area by bringing in employees and customers who will patronize other businesses and restaurants in the area.
