HomeMy WebLinkAbout20000831 CORRESPONDENCE MEMORANDUM TO: North Andover Planning Board FROM: Heidi Griffin, Town Planner DATE: August 3,2000 RE: 249 Marbleridge Road —Watershed Special Permit The applicant proposes to construct a 238 square foot three season porch in the Non- Discharge Zone of the Watershed Protection District. The porch is to be set on 12" round concrete footings, and the porch will be enclosed with lattice screen. My review is as follows: 1. The plan has a scale of 1"=20'; Section 4.1364cii requires a scale of 1"=40'. 2. Section 4.1364cii(6) requires the edge of vegetation clearing (edge of work) be shown on the plans. This has not been provided. 3. The house is on town sewer. 4. Erosion control measures should be provided in proximity to the proposed construction. 5. I have drafted up a decision pursuant to the applicant revising their plans so as to show the above#2 and#4, and all of VHB's outstanding issues. Plan Date: 07-07-00 Review Date: 07.18.00 The Applicant submitted plans,documents and calculations to VHB for review.The special permit submission was reviewed for conformance to the appropriate sections of the 1972 Town of North Andover Zoning Bylaw reprinted in 1998 and standard engineering practice. The following comments note non- conformance with specific sections and questions/comments on the proposed design. VHB offers the following comments: Section 4.136 Watershed Protection District 1. (3.b.ii.1) It appears that the drainage design conforms to the requirements of this section of the Zoning Bylaw. 2. (3.b.iv)VHB recommends that erosion control measures like hay bale and silt fence be provided on the site plan. 3. There are two elevations labeled on one contour line(95&96).The contour elevation should be labeled as 97.The Applicant should revise this. 4. The drainage calculations stated that a 100 square-foot leaching surface be provided.The Applicant should label dimensions on the site plan. 5. The width of the leaching trench(2')shown on the detail does not agree with the scaled width on the site plan(4').The Applicant's engineer should revise this accordingly.
