HomeMy WebLinkAbout2016-03-07 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES March 7, 2016 CALL TO ORDER: Acting ChairmanRichard Vaillancourt called the meeting to order at 6:45PM at School Administration Building Meeting Room. School Committee chairman, Brian Gross called the School Committee meeting to order at 6:45pm. ATTENDANCE: The following were present: Clerk Phil DeCologero, Licensing Commissioner, Richard Vaillancourt, Rosemary Smedile, Donald Stewart, Town Manager Andrew Maylor, Assistant Town Manager, Ray Santilli, Executive Assistant, Laurie Burzlaff, School Committee Chairman Brian Gross, Andrew McDevitt, David Torrisi, Zora Warren, Stan Limpert, Superintendent Dr. Jennifer Price, Assistant Superintendent Gregg Gilligan and Assistant Superintendent James Mealey. Chairman Tracy Watson was absent due to illness. Seventeen members of the public were in attendance. PLEDGE OF ALLEGIANCE COMMUNICATIONS AND ANNOUNCEMENTS (taken out of order): Micheli Center for Sports Injury Prevention presentation Dr. William Meehan, Director of the Micheli Center for Sports Injury Prevention presented information regarding the possibility of using North Andover as a site to do a youth sports injury study which follows North Andover students from third grade to their adult years. This would be at no cost to the town and parents would need to opt in to the study in order for their child to participate. Rosemary Smedile made a motion, seconded by Donald Stewart to allow the Miceli Center for Sports Injury Prevention to move forward with the next steps in developing the proposal. Vote approved 4-0. Cynthia Fisher and Mark Williams presented information on Fitmoney, a financial literacy curriculum for the schools. At 7:54pm the School Committee adjourned their meeting. Job posting/vacancy log Included in the packets was the job posting/vacancy log from the Human Resources department. Town Manager, Andrew Maylor, indicated that interviews for the police chief candidates will take place on th March 8 at 6:00pm. Other communications and announcements Phil DeCol 13 th. Richard Vaillancourt announced the Firefighters Annual Irish Night is on March 12 th and the Youth Center Fundraiser is on April 9 th. APPROVAL OF MINUTES: Phil DeCologero made a MOTION, seconded by Donald Stewart, to approve the Open Session minutes of February 22, 2016, as presented. Vote approved 4-0. CONSENT ITEMS: Donations Accept donation of David Bevin and Carolyn Kinsey in the amount of $25.00 to the Fire Department David Bevin and Carolyn Kinsey have donated $25.00 to the Fire Department in memory of FF Ray MacLean to be used toward equipment for the department. Donald Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen accept the donation of David Bevin and Carolyn Kinsey in the amount of $25.00 to the Fire Department to be used toward equipment for the department. Vote approved 4-0. Board of Selectmen Minutes March 7, 2016 2 Accept donation of $300.00 from Herbert J. Cunha to Veterans Services Herbert J. Cunha has donated $300.00 to Veterans Services to be used toward a veterans wheelchair ramp fund. Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen accept the donation of Herbert J. Cunha in the amount of $300.00 to Veterans Services to be used for a veterans wheelchair ramp fund. Vote approved 4-0. Appointments The appointment subcommittee recommended Jerry L. Wilson be appointed to the Neighborhood Conservation District Commission and Robert T. Leonard be appointed to the Festival Committee. Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen appoint Jerry L. Wilson to the Neighborhood Conservation District Commission through June 30, 2017. Vote approved 4-0. Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen appoint Robert T. Leonard to the Festival Committee through June 30, 2016. Vote approved 4-0. Request of Green Stride to use streets in North Andover for the 3rd annual Earth Rock Run Half Marathon on Sunday, May 1, 2016 from 10:00am to 1:00pm. Erin Moon LaRosa from Green Stride was present to request permission to use streets in North Andover for their annual Earth Rock Run Half Marathon on Sunday, May 1, 2016 from 10:00am to 1:00pm. A copy of the race route was included in the packets. All relevant departments have reviewed and have no issues. Donald Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen approve the request of Green Stride to use streets in North Andover, as presented, to hold the 3 rd Annual Earth Rock Run Half Marathon on Sunday, May 1, 2016 from 10:00am to 1:00pm. Vote approved 4-0. Request of Youth and Recreation Services to waive permit fees for Annual Spring Carnival on April 20-24, 2016 Tom Cieslewski, chairman of the Youth and Recreation Council was present to request the Board waive all permit fees for their annual Spring Carnival which is being held at 1600 Osgood Street on April 20-24, 2016. Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen waive all permit fees for the Youth and Recreation Services Spring Carnival to be held April 20-24, 2016. Vote approved 4-0. Request of Columbia Gas of Massachusetts to excavate on East Water Street from Clarendon Street to Fountain Drive for the purpose of replacing its gas mains Vinnie Luciano from Columbia Gas was present to answer questions about the request of Columbia Gas to excavate on East Water Street from Clarendon Street to Fountain Drive. Donald Stewart made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen approve, subject to the conditions of the Department of Public Works, the request of Columbia Gas of Massachusetts to excavate on East Water Street from Clarendon Street to Fountain Drive for the purpose of replacing its gas mains. Vote approved 4-0. Request of Bradstreet Partners, LLC to modify development plan of Bradstreet on Main project Attorney Bob Lavoie and Bill Perkins, the developer of the former Bradstreet School site, presented a request to alter the use of the second floor of the building facing Main Street from commercial to residential and add a third floor. The first floor will remain commercial. This change would require Planning Board approval. Since the Board accepted the proposal assuming commercial, the Board would need to approve this request prior to it going to the Planning Board. The Board discussed the issues they had with the change and their disappointment that the developer is looking to change the original plan. Close 2016 Annual Town Meeting Warrant for citizen petitions The deadline to submit Citizens Petitions for the May 10, 2016 Annual Town Meeting was March 7, 2016 at 4:30. Rosemary Smedile made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen close the 2016 Annual Town Meeting Warrant for Citizen Petitions. Vote approved 4-0. Signing of March 29, 2016 Town Election Warrant The Board is asked to approve and sign the March 29, 2016 Town Election Warrant. Phil DeCologero made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen approve and sign the March 29, 2016 Town Election Warrant. Vote approved 4-0. LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Phil DeCologero, to open a meeting of the North Andover Licensing Commission. Vote approved 4-0. Eli Bailin of Green Stride requests a One Day wine and malt license for a road race to be held at Smolak Farms on Sunday, May 1, 2016 from 10:00am-2:00pm Donald Stewart made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen, acting as Licensing Commissioners, approve a One Day wine and malt license for Green Stride for a road race at Smolak Farms on Sunday, May 1, 2016 from 10:00am-2:00pm. Vote approved 4-0. Paul Gallant of Merrimack College requests a One Day Wine & Malt license for an Onstagers Performance Reception at the Rogers Center for Performing Arts on Friday, March 11, 2016 from 8:00pm-11:00pm Donald Stewart made a MOTION, seconded by Phil DeCologero, that the Board of Selectmen, acting as Licensing Commissioners, approve the One Day Wine & Malt license for Merrimack College for an Onstagers Performance Reception at the Rogers Center on Friday, March 11, 2016 from 8:00pm-11:00pm, as presented. Vote approved 4-0. Phil DeCologero made a MOTION, seconded by Rosemary Smedile, to close a meeting of the North Andover Licensing Commission. Vote approved 4-0. OLD BUSINESS: NONE NEW BUSINESS: NONE PUBLIC COMMENT: NONE Ask the manager There were no questions submitted. st Town Manager, Andrew Maylor, indicated the at the March 21 meeting, the Board will be given a draft of the Town Meeting Warrant and in that is a request for $150,000 to be moved from the Special Education Reserve Fund to the School Budget. To make the funds available for this fiscal year, a special town meeting within the regular town meeting is required.
