Mr. Cook reviews the prior filing made for a deck with a patio under.The proposal for a patio under has been removed. A garage “face” will be added to the end of the deck for appearances. The commission discusses the planted arborvitaes. Mr. Mabon requests that the arborvitae be moved. Ms. Feltovic states there shall be no maintenance beyond the plantings. A motion to grant to issue a negative determination #3 made by Mr. Manzi, seconded by Ms. Feltovic. Mr. Saal requests a planting plan for the record. Vote unanimous. Administratorstates thatthis is a very large parcel and only portions of the line that influence development were reviewed in the field. The administrator reviews the site visit made with Mr. Young. The commission discusses areas of concern on the property including a connection between two isolated wetlands and an area dominated by cinnamon and interrupted fern. Mr. Manzi asks about vernal pools. Mr. Young states that none were found. Mr. Mabon states he would like athird partyreview of the wetland line. The commission discusses the flood zone. Mr. Manzi discusses the history of Blue Ridge Road, former cart path. The commission discusses third party review. Mr. Young states the B line is not important for development purposes. Abutter Paul Swartz states there is an easement with sewer line connection from Blue Ridge Road and traffic study this blind corner of the roadway in this area.Mr. Swartz believes the commission should err on the side of caution. Mr. Pangakis from Pine Ridge Road discusses intermittent versus perennial status of stream. Jack requests third party review of wetlands C, D, E, and F and lower A Ms. Feltovicis confident third party is not necessary. Mr. Saal agrees. A motion to grant to issue an ORAD with the wetland lineasamended made by Mr. Manzi, seconded by Ms. Feltovic. The Administrator presents Eggleston Environmental final review and states the applicant has respondedwith revisions to the plan. A rendering of the buildings is presented to show that the gutters cannot be connected to the infiltrator. Mr. Mabon discusses the location of test pits and that additional test pits could be conditioned. The administrator states thatthe fire department requests a fire lane that will make a visitor parking areanecessary. The O & M Plan needs to be updated. Commission discusses closing and issuing. General Business Columbia Gas (utility exemption presentation) Stevens/Pleasant Streets The applicantPatrick Levesque of Columbia Gas of MA, and Gary A. Jacob of Shaw Environmental & Infrastructure Group arepresent. Mr. Jacob presents that Columbia gas is seeking an exemption to install new gas pipe line adjacent to existing gas pipe line.He explains the reasons for leaving old line in place. Conservation Commission membersbelieve Columbia Gas should file an RDA. He also notes the due to very dry spring; the water level was very low. The ConservationDepartment inspected it as well andsaw several green frogs but no obligate vernal poolspecies. This area still qualifies as an Ephemeral Pool under the bylaw regulations definition so it does not lose its protection. Mr. Manzi states this should not hold up COC Document: Letter from Robert G.
