Hughes, Conservation Administrator Pledge of Allegiance Meeting came to Order at: 7:09PMQuorum Present. Approval of Minutes 1/23/13 & 12/12/12 A motion to accept the meeting minutes of1/13/13 and 12/12/12 as drafted and reviewed is made by Mr. Manzi, seconded by Mr. McDonough. The motion carries unanimously. Small Project NACC#105, 705 Bradford Street (Melton) (Hearthstone Realty Corporation) William Perkins of Hearthstone Realty Corporation is presenton behalf of the applicant. Mr. Perkins states thatthe property at1420 Great Pond Road has had flooding issues and an exploration of the drainage from this lot under Great Pond Road and across several lots on Bradford Street has been done.The pipesystem in this areawas explored with cameras. A blockage was found in thecatch basin off thedriveway at 705 Bradford Street.Debris will be cleaned from the manhole and the manhole raised and repointed. Work is more than 50’ from resource areas as flagged by Wetland Preservation Inc. The administrator presents photos of the area. A motion to acceptthis as a Small Project 4.4.2J is made by Mr. McDonough, seconded by Mr. Manzi. Vote unanimous. (Minutes below refer to both filings) Mr. Manzi recuses himself and leaves the room. The Commission discuses quorum issues and determines a quorum of the current meeting attendees is present(3 members of a 4 member quorum). Mr. Saal reads the legal notices. Stephen Stapinski of Merrimack Engineering Services, Inc.presents the project to the Commission. The commission discusses the current lot ownership and tax map/ANR approved division. Mr. Stapinski states that an attorney for the applicant researched title issues and there is 10’ wide strip with unknown ownership. Mr. Stapinski states project includesdemolition of existing structuresand construction of two new houses. There would be a force main to private sewer lines in Salem Street to gravity town sewer at Huckleberry Lane. Mr. Saal warns thatif the sewer line breaks the homeowner would have call outside contractor to have the sewer piping replaced because it is private. Mr. Stapinski statesthe project also includes attached garages and roof infiltration. He also statesa dry set stone wall can be added at the No-Disturb/property line. Removal of the shedwill also be added. Mr. Napoliasks about test pits in the infiltration areas. Mr. Stapinski states pits will be dug prior to construction to verify soils and the water table. The commission discusses private force mains. Brian Murray of 1063 Salem Street states his support for the new structures and asks about the force main easement and sewer extension requirements. Abutter Anthony Warren of 1020 Salem Street also expresses support for the project. The commission asks that the stone wall be shown on the plan as well as plan notes for removal of the shed and soil testing. A motion to grant the request for a continuance to February 27, 2013 meeting made by Mr. McDonough, seconded by Mr. Saal. Vote unanimous. Document: E/Mail from Robert Seville of 50 Tiffany Lane requesting withdrawal for Certificate of Compliance till the spring of 2013 242-1544, Modification Request, 26 Main Street (Jeffco, Inc.) (Andover Consultants, Inc.) Douglas Ahern of Jeffco, Inc. is present. Mr. Manzi recuses himself and leaves the room. Mr. Ahern requests that larger decks be approved instead of stairs.There will be no incursions into the No-Build Zone as a result of the increase. Administratorstatesthe modification approves and increase in deck size from 6-feet x 8- feet to 8-feet x 8.5-feet on units 1 through 5. Inaddition the modification approves the addition of a new 4-foot x 4-foot deck to an existing 6-foot by 8-foot deck. Mr. Napoli states secondegress is a concern. Mr. Ahern states there are two egresses as constructed. Decks on units 6 and 7 will stay the same. Mr. McDonough states he is glad the modification was made prior to any construction starting on the decks. A motion to grant to accept the modification made by Mr. McDonough, seconded by Mr. Saal. Discussion Smolak Farms Tree Clearing (Agricultural Exemption) Administrator states Smolak Farms will be doing tree clearing with the 25’ No- Disturbance Zone and possibly in BVW as allowed by an agricultural exemption for maintenance of field edges. This will allow more light to reach a blueberry bush field. Mr. Saal states there should be documentation of the existing fieldedge so that the land in agricultural use is not expanded. Wetland Marker Order Administrator states quality name plate no longer is making the wetland markers the commission requires. The Field Inspector got bids from 3 different companies and the price has increased substantially. Costs can be reduced somewhat by using a thinner metal. The Conservation Commission reviews the product samples and decides the thinner metal might not last in the elements. The same thickness metal will be ordered.
