Approval of Minutes of 10/22/14 A motion to accept the meeting minutes of 10/22/14 as drafted and reviewed is made by Mr. McDonough, seconded by Ms. Feltovic Vote unanimous. Public Meeting: 7:06 PM Small Project NACC# 136, 92 Colonial Avenue (Ziehl) The field inspector reviews the project stating that the applicant proposes to construct a deck which will be less than 275 square feet total and will use 6-8 sonotubes. A motion to accept and approve this project as a small project 4.4.2.A is made by Mr. McDonough, seconded by Mr. Lynch. Vote unanimous. The administrator briefly reviews the project and states that Eggleston Environmental has finished her review and all comments have been addressed. Mr. Griecci reviews the changes to the plan and reviews the storm water comments from Eggleston Environmental. Mr. Manzi states that he has concerns about the maintenance of the storm water features and suggests having a diagram of the features in the Affidavit to be signed by each new home owner. Mr. McDonough states that the open space through this filing is being increased. Mr. Mabon states that the storm water features should be maintained by a Homeowners Association. Mr. Lynch states that there should be a deed restriction placed on this property for the driveway maintenance. Abutter Mr. Kinneman states that there has been a lot of beaver activity in this area and that we just do not want more water runoff coming into our yard and also asks about whether the filing should have been a new Notice of Intent instead of an Amendment. Proof of catch basin cleaning was also submitted. A site visit confirmed final removal of the erosion controls and raking and smoothing of disturbed soil. The O&M checklist was received but has not been certified by the engineer. Mr. states that he can get and engineer stamped letter to certify the stormwater maintenance work was done in accordance with the Order of Conditions. A motion to issue the COC but to hold it pending receipt of the engineer stamped letter is made by Mr. McDonough, seconded by Ms. Feltovic. Vote unanimous. Blaeser of 1116 Great Pond Road and Andrew Crittenden of AC Landscaping, Inc. are present. The administrator reviews the violation and shows the commission several MIMAP aerial views as well as photos taken on site. Mr. Crittenden discusses the work that was done and states that most of the trees that were cut had been damaged from storms and a large amount of trash was also cleaned up. Mr. Manzi states that the damaged and fallen trees created natural habitat for wildlife and the wildlife habitat values have been lost. Mr. Crittenden states that he cleaned up trash, metal, old boat seats and more. Mr. Manzi states that cleaning up trash is much different than clearing trees. The administrator states that the homeowners have been very cooperative. The commission and the administrator discuss that a plan is needed showing the resource areas and then they can discuss what needs to be done/restored. Mr. Blaeser (owner) states that he wanted to clean up the wall between his property and Brooks School and did not clear for a view but just to clean up the area. Mrs. Blaeser (owner) states that she was concerned about the Emerald Ash Borer and that Bartlett Tree had told her she should remove the damaged trees in order to save the other Mr. Napoli states that he believes the intentions were good, however permits are still required. The Conservation Commission discusses that the resource areas need to be delineated first and then a plan needs to be submitted but that a good sketch plan is okay. Mr. Crittenden requests a continuance to allow time to prepare a plan. A motion to grant the request for a continuance to the January 28, 2015 meeting is made by Mr. Lynch, seconded by Ms. Feltovic.
