Feltovic, Douglas W. Saal, Sean F. McDonough. Members Absent: Albert P. Manzi, Jr., Vice Chairman, John T. Mabon. Staff Members Present: Jennifer A. Hughes, Conservation Administrator, Donna M. Wedge Conservation Secretary. Pledge of Allegiance Meeting came to Order at: 7:05PM Quorum Present. Approval of Minutes 11/4/15 & 11/18/15 A motion to accept the meeting minutes of 11/4/15 & 11/18/15 as drafted and reviewed is made by Ms. Feltovic, seconded by Mr. McDonough. Vote unanimous. Public Hearings: 7:06PM Abbreviated Notice of Resource Area Delineated 242-1670, 0 Brentwood Circle (Eaton) (Norse Environmental Services, Inc.) (cont. from 11/18/15) Maureen Herald of Norse Environmental Services, Inc. is present. The Administrator states the delineation was reviewed and flags were added and moved. A revised plan has been submitted reflecting the new revised flags. Ms. Herald reviews the changes. Mr. Napoli states the filing is only to approve the delineation. No project is proposed. Mr. Lynch asks if the property was subdivided. He states this could affect whether the property is buildable or not. Ms. Herald states the delineation of the ephemeral pool is approximate. The Administrator states this does not affect the buffer zones sin the edge of BVW in all locations. A motion to issue the ORAD confirming the delineation as shown on the plan dated November 24, 2015 is made by Ms. Feltovic, seconded by Mr. Lynch. Vote unanimous. The applicant Michael Miller, Manager of the Lawrence Municipal Airport and Randell P. Christensen of Stantec Consulting Services, Inc. are present. Mr. Christensen presents a power point presentation of the proposed runway safety area project. Alternatives, wetland impacts, stream reconstruction and wetland replication are reviewed. Runway width will be reduced and lighting and signage will be moved. A site visit is confirmed for Friday, December 11 at 9 a.m. Mr. Lynch thanks the applicant for the very thorough review. Mr. McDonough asks about the minimum runway width. Mr. Christensen states he will get that information. Mr. McDonough asks if the runways will need to be closed. Mr. Christensen states the project will be phased to avoid runway closures but there may need to be some. The start date is anticipated to be June or July of next year and the project will run for 2 years. Mitigation will take place in the first year and maybe one of the safety areas. Paving and reconstruction will be year 2. Mr. Christensen does not want to go through the winter with the slopes exposed. A motion to grant the request for a continuance to the December 16, 2015 meeting is made by Mr. McDonough, seconded by Ms. Feltovic. Mr. Napoli is recused as an abutter. Vote unanimous. Administrator states the as-built shows construction is in compliance with the order and recorded amendment plan with the exceptions that the stairs off of the porch were not constructed and an HVAC unit was installed on the south side of the house. A motion to issue the COC local bylaw only is made by Mr. McDonough, seconded by Ms. Feltovic. Vote unanimous.
