Non FinCom Members in Attendance OTHERS: - Mark Rees, MRees-Town Manager Note: All FINCOM votes are subject to change upon receipt of new information. II. Previous Minutes Approved DATE: III. New Business AGENDA ITEM: A. Budget 1/121h Discussion: -MRees: Treasury Department expenditure of approximately $6k for new computers and monitors. Separate Departments can carry funds over to new year. Vote Taken: Motion by MR:Approve $6268.75 for Treasury Department to purchase computers and monitors. Seconded by RB.Approved, unanimous. -Discussion about DPW for $11,432 more fuel for the fleet, making total $24,565. Vote Taken: Motion by MR:Approve $24,565.62 for DPW to purchase fuel. Seconded by AL. Approved, unanimous. II AGENDA ITEM: B. Total Budget Discussion: -MRees: Budget is $276k less in state aid. Big issue chopped $109k Police Quinn, cut $111k Chapter 78. -AL: Asked about funding for Quinn Bill; that North Andover not have to make less. -MRees: He expects BOS to decide on funds to support Police with Town for$109k or just only provide the original amount to Police. BOS could negotiate with the Police union regarding funding or not. It's possible to consider elimination for new police officers. These are possibilities that BOS may consider, it's their choice and decision. -MRees: Regarding Chapter 70 General Revenue Fund (cut $111k)-He indicated that he will consider mid 2010 to review possible adjustments in Budget. -MRees: Verizon poles at the Common are still being reviewed for 2% collection.
