III. New Business
AGENDA ITEM: A. Review of School TeachersÔ Contract costs (Mealy/Limpert)
Discussion: -TM: He presented the North Andover Teacher Contract Analysis. This analysis
shows the impact of the Contracts based upon a 2 year and a 3 year contract. The
Benefits of each contract were presented.
Costs for 2010-2011 for a 2 year agreement show a net increase of $184,660, 0.91%.
Costs for 2011-2012 for a 3 year agreement (Model A) show a net increase of
$711,068, 3.5%, and in 2013-2014 net increase is $503,409, 2.26%.

AGENDA ITEM: A. Review of School TeachersÔ Contract costs (Mealy/Limpert), continued
Discussion: Costs for 2011-2012 for a 3 year agreement (Model A-Extended), based upon %
Increase from Contract Changes, show a net increase of 1.63%, and for 2013-2014 a
net increase of 0.57%.
Costs for 2011-2012 for a 3 year agreement (Model B), show a net increase of
$711,068, 3.50% and in 2013-2014 show a net increase of 1,031,907, 4.62%.
Costs for 2011-2012 for a 3 year agreement (Model B Extended), show a net
increase of 1.63% and for 2013-2014 a net increase of 2.94%.
-Other data in the analysis show salary totals and salary steps. In a GLEC Salary
Comparison 2009-2010, 17 towns are listed showing B1 salary data where North
th
Andover is 12 on the list. A Budget Building Tool is included in the analysis.
-MR: He stated that this very comprehensive analysis was the best he has ever seen.
Work and presentation was well done.
-CN: When asked about teacher sick days, cannot cash them out.
-MRem: He inquired about stipends.
-JM: He state that this is not up to the School Committee.
-AL: He asked if up to $2500?
-JM: He stated $800-$1000, more involve $2500.
-MR: Does stipend impact retirement.
-JM: He answered no. Teachers move up in steps for retirement.
-Point was raised about if School Committee doesnÔt have enough funds, what will
happen. Reply was the Mark Rees would have to make cuts.
AGENDA ITEM: B. Revenue and Fixed Cost Committee update (Thom/Bob)
Discussion: .This item will be discussed at the next FINCOM meeting.

AGENDA ITEM: C. Discussion of Structure of FIN COM Warrant Article write-ups
Discussion: Warrant articles should contain recommendations and explanations. This approach
will be used for the next Annual Town Meeting.
