II. Previous Minutes Approved

AGENDA ITEM A: Discussion on Warrant articles and vote on Article 3 of Warrant Transfer of
Funds into the Stabilization Fund.

Discussion: -JM Article 1 Change in Article 1 from our last meeting. Drainage issue at Kittridge
School has created a trench. Steve Foster, Bruce Thibedeau and Gene Willis have
looked at it. To repair the cost is estimated at 14k-16k would like to hold out 20k
from 60k leftover from project that was being returned. So amount being borrowed
will change from 176K to 196K.

TD Discussion on Article 3 Transfer of funds to Stabilization Fund.
Original motion is still 250k but Board of Selectman will amend to make it 162K.
BO Still have problem leave thinks we
will happen in the upcoming year.
TD Thinks it is risking but I think we need to bring it to the floor of Town meeting
and let the people decide.
PB Our charter says we either agree or not. Not our role to have floor debate it.
RB You can still take it out of Stabilization it requires a 2/3 vote we should be pushing
money to stabilization.
MR I will vote against it far too early to decide to put money away. We will know a lot
more in May and should hold off until regular Town Meeting.
PB I agree that it should not be presented at Special Town Meeting
TD there is no difference between Special and Regular Town Meeting for citizens to
participate. We as a board need to advice the town about issues that are going on.
RN To early to put money in fund.
JP If I could put it into perspective, when you benchmark municipal budgets this
balance in free cash is a very low amount.
Motion made by RB Seconded by DE to take Favorable action on Article 3 as
printed in the warrant
