Previous Minutes Approved DATE 2 AGENDA ITEM A Report By Community Preservation Committee Discussion: JS gives handout with descriptions of each project. Also gives graph of funding and previous years projects. Projects: 1)Second Bury Ground Refurbishment (30K) Restoration of gravestones in historical cemetery (Academy Road) 2)McEvoy Field Restoration (940K) Full redo of fields, restroom facility and parking lot based on plan done by fields committee. DL will there be an irrigation system and if yes who pays? JS yes there will be and town does not bill itself. 3)Dale Street Fields Construction phase 2 (300K) Across from existing field, full size field, parking lot and privately maintained. 4) Historical Society building Preservation Master Plan Phase 1(397K) Foundation work and drainage to be done. AL: How much is rest of project: JS roughly 900K DL Does money have to be prevailing wage since they are not municipal building? RS They pay and then submit for reimbursement 5)Stevens Estate Roof Restoration (437K) Complete restoration of slate roof. 6)Scholfield Mill Refurbishment (130K0 Restoration of foundation, walls and roof. One of the few remaining carting mills in existence. 7)Ridgewood Cemetery National Register Application (7.5K) This will cover costs of applying for national registry of historical places the benefits is the ability to apply for numerous grants. 8) This is to purchase property (136 High St)to be developed into 3 units for Veterans 251K initially to buy property. Working with Veterans Northeast Outreach Center. . Outreach program would do work. BG is there a purchase and sale agreement drawn up with a contingency upon approval at Town Meeting? JS yes agreement until July 1 9)Purchase of Manzi Property off Foster Street (500K) Property is 8+ acres adjacent to conservation land owned by Essex county Greenbelt, would provide additional trail access. MN What is the benefit to the Town? use this land? Are we better off building on it and getting the revenue? What is it worth? Motion by DL seconded by BC: to Make Favorable Action on Article 3 Authorization of the Town Manager of Superintendent of Schools regarding Contracts in Excess of Three Years YES 5 NO 0 Passed 5 AGENDA ITEM C Amend 2013 Annual Finance Committee Report or Explanations. AL We will need to delete paragraph in report about the Community Preservation Committee. Since John Simons made presentation tonight. Would also like board to review all articles in warrant. Normally we do not make any recommendations on non financial but would like board just to review. No Discussion on Articles. AGENDA ITEM D New Business MN: would like to see future projects of the Community Preservation represented on spread sheet that was handed out. BC Would like to see projects presented to Finance Committee sooner to have more time to review. JS Will make a point to start presenting earlier. nd BG I will echo what other members have been saying 2 year in a row presentations have been late. Process needs to change. 6 IV.
