Note: Documents used in this meeting are listed in Document Table, herein. II. Previous Minutes Approved DATE November 13, 2012 III. New Business 2 AGENDA ITEM A: ESCO DISCUSSION Discussion: MR Town manager would like a decision by December. Last year we as a committee were frustrated because we never received answers to our questions. Everyone sees the merit but it needs to be done the right way. th SF handed out sheet with questions and answers from Oct 24 meeting. First question is could we do it ourselves (chap 149) gives breakdown of how much it would cost/save town do self versus Ameresco. (see attached sheets) Question 2 Lighting payback New sheet shows they took off longer paybacks and now average payback is 6-7 years KB would like to have a copy of the contract already signed by town and Ameresco SW explains that the contract was signed when the library was done. Town Manager should have copy. MR would like to see the Master Facilities Plan from SF so that we could see how the SF Question 3 Steam heating systems (pg 3A and 3B) could not make it work under 25A Question 4 Maintenance budget increase (55K) Steve is confident with this dollar amount for maint. Budget. MR 55K would start in year 2 what is covered? SF After Commissioning maint budget would cover monitor controls (Huntington would be covered under this) and also general maint. Question 5Alternative cooling system at Police Station basement. 2 scenarios: 1) add cooling coil to existing equipment Which is less costly initial method but increased operation costs compromised MR frustrated with work that still needs to be done at Police Station we need to start doing things the correct way the first time. Question 6 Modified term to 14 years. BC would like to know the overall budget town wide. SF each entity has their own maint budget. KB How is energy savings determined? How do you measure it? BM energy savings results in operating less time. We also start with very accurate baseline wattage of old vs. new. Electricity requirements are the same. MR Still has questions on whole project. Some towns have done this and not happy. Are we only doing these projects because they fit into the budget? Would like to see Steve Foster master plan and see what he feels needs to be done in town. Concerns with signed contract already. Should we have a legal review? Are we going to have to hire additional people? What other expenses are associated. DE spoke with a contact from Portland ME who are also using Ameresco. They are informed us that we definitely need to have counsel present when negotiating. BC We need to get a good list of questions together. We also need to look at the contract. 3 IV. Next Meetings December 18,2012 V.
