AGENDA ITEM A: 2013 Budget Review
Discussion: AL: LS met with Town Manager to put together budget calendar (in members
packets)
Also will discuss Ameresco and what Fincom thinks of project if we are not
supportive Town manager would like to know by Dec. on where we stand.
LS: I was asked to come to meeting to discuss with new members the process to set
up budget.
1)Budget calendar (specific dates and requirements by the charter) explains to
members each date according to calendar.
2)Budget Policy statement BOS will vote on the Budget policy statement which
outlines on how we want to move forward (distributed among members).
3)Revenue and fixed cost committee meet 2 members of FINCOM and 2
members of school committee. 45 days from first meeting to get
recommendations to Town Manager.
4)Budget guidelines each department has a period of time to put together their
budget. Budget needs to be back to town manager by January 14, 2013. Then
we schedule meetings with each department. February BOS approve CIP plan
Operating budget is presented to BOS on February 19, 2013 and then
presented to FINCOM on February 20, 2013.
JM: discusses school budget states this is a transition year. We have a new
superintendent and we are doing a new program based budget. See budget in
different parts, special education program , athletics ,transportation, elementary,
middle, and high school are all different programs. Easier to handle. You will be able
to see the cost of each individual program.

Jan 11 Superintendent presents budget to School Committee Fincom will get copy
for review.
CIP presented to School committee as we speak there is 3 parts
1) Atkinson Gym/Central Office
2)General Maintenance (district wide paving)
3)IT

AGENDA ITEM B ESCO DISCUSSION
Discussion: AL: update on October 24 th meeting with Steve Foster.
DE Thought it would a tour but had a roundtable discussion
DL three issues that came out of meeting
1)Steam trap systems should we replace can they give a price to replace
2)Lighting 10+ years to long for payback 6-8 would be better.
3)Maintenance 40k a year is that enough? What would be an appropriate
amount for maintenance?
Do we have individual to monitor or do we have to train or hire new ones with cost
associated.
MR need to get Steve Foster in at last meeting with him he had not completed his
master facilities plan.
AL some of these questions that need to be answered require ameresco representatives
to come in not Steve.
DL I also think a lawyer should be involved to represent us the guarantees are a big
guarantees.
AL: 2 legal issues
1)Who is negotiating? Town Manager or Asst. Town Manager
2) How is this going to financed. Is it with financing with Ameresco or Bonding?
This was an open question at Town meeting.
AL will send email to Town Manager to discuss having him and representatives from
Ameresco to come to a future meeting.
