AGENDA ITEM A: CPC
KB Why did High School fields not funded? Was on initial list
JS was not a high priority.
Discusses summary of 2014 Community Preservation Recommendations
Combination of Recreation and Trails everyone one of these projects involves an extensive combination
of CPA and volunteer groups
1)McEvoy Field (290K)
Installation of full drainage and irrigations system
AL why not included in last year?
JS No drainage assessed at time of project.
MS Will this include Playground equipment
JS Playground equipment was in the first phase. This is a complete project.
2)Stevens Estate (25.1K)
Refurbish stained glass windows
3)Multi use Trail Phase 1 (176K)
Initial phase to construct trail from the high school over town land and through the Davis &
Furber property .Creates a walking and biking path through a heavily travelled section of town

2 phase will connect Davis and Furber with downtown
MR is this for construction and build and include maintenance over time?
JS Bulk is private property relatively small portion of town land.
4)Sargent School Playground (92.3K)
Replacing equipment addition of new play structures project sponsored by PYO who are
contributing and additional 40K.
law has changed.
AL Has any other school come forward?
JS no
DL believe the selectmen were concerned about precedent believe they should come up with a
plan.

This proposal connects three town landmarks the Stevens-Coolidge Place, North Andover
Common and Weir Hill. Trustees of the Reservation contributing 33.7K of labor the project
6)Old Center Preservation Project ($570K)
This is to preserve three lots on Academy Rd. project involves Center Realty Trust, a private land
owner and the Town of North Andover. Owner of 140 Academy Rd will agree to a Historical
Preservation Restriction for house
There will be a parking lot (20spaces) Old center Realty has agreed to do this
7)Affordable Housing Reserve (196.6K)
No housing projects but we need to reserve 10% for future affordable housing projects.
8)Administrative Expenses ($30K)
Includes cost for appraisals legal fees and staff resource

AGENDA ITEM B Fire
AM: some line items are fixed salary figures get the numbers from Lyne Savage.
AL: There is a variance of 142K in FY15
AM In January getting a new Deputy. Capital outlay up 87K this particular line items has 3 phases

1) 3 year of replacing the SCBA bottle replacement.

3) getting a new vehicle for the deputy
Two other line items went up
Ambuhrs. of training every 2 years
Training and Education this is a contractual obligation. They can get up to 21 hrs. Of continuing
education they can go online go to fire academy. Used to be a flat fee of $500. Now they get at time
TT what is sick time vacation time and personal time overtime?
AM we like to keep track of why they need the overtime.
SA Budget going up 5%
AM average increase is 4% some departments go up 1% some go up 5% take total and allocate where
needed.
AGENDA ITEM Police
PG Salaries are provided by Lyne Savage
Salaries are down this year older officers retired younger ones come in at lower pay. Hired 2 part time
dispatchers.
KB FY 15 goals to hire 3 new fulltime recruits by April 2015 is that to replace retirees.
PG yes new list just came out. All recruits go thru medical, physical and psychological testing. Then go
to police academy
Al electrical went up 6K
AL how are your cars?
PG put in for 3 cars.
TT software is 41K what is that for?
PG maintenance for fingerprinting
KB In your FY 15 goals it says you are working with North Andover CAM to install a full video
system in the departments in the Community room is this part of budget?
PG CAM will pay for this

JC I operate very frugally. Able to outfit everyone

JC six people all volunteers

3 branch of public safety every community needs emergency management
DL Are you part of the plan at the new fire station
AM Currently have a space at Fire Station. Storage will be at fire station. Communication room
possibly at police station
