AGENDA ITEM A: Youth Center
BT: No big change. ½ of budget is funded from user fees. Bringing part time position into budget.
AL: Any questions?
KB What is Longevity? And it decreased $525.00
AM Longevity is payments made based on years of service in increments of 5 years. This went down
because of employee who left.
Library
CD handed out 2 pamphlets 1 request for staff positions and graph showing staffing levels.
Looking to get staff level back to staffing level of 2003. All new staff positions are under the threshold
of benefits. Library has 2 unions, clerical and professional library.
AL Talk about the going mobile?
CD Looking to move forward with technology for example eBooks,
TT What has changed from 12 people to current request?
CD Combination of things need to cover staff absences, like to have 4 individuals at library at all times
AM we are not comfortable based on the size of
budget has reduced the staff. Safety concerns for working with less than 4.
KB Are there volunteers?
CD yes but we cannot have volunteers do union positions.
KB Is there an endowment?
CD Yes trustees control. Physical plant improvements are done by the town
Elder service
CD No significant changes
AL It states in the significant changes that the state is increasing their funding from $7 to $8 per older
adult. How do they know how many people are in town. North Andover has seen an n 8% increase in
the senior population over the last year.
CD we have a system known as My Senior Center it gives monthly statistics on who is using what
services. The challenge is to get the seniors to swipe their cards.
TT Is there anything that we should have changed or wanted to change within the budget.
CD no extra requests.
Veterans
CD Budget is going down because we are looking to move Karen Robertson who currently helps out
and replace with a part time (19hrs)
AM: Ed Mitchell currently serves both North Andover and Boxford. Boxford reimburses 22% of cost
staffing. Karen spent last 9 months to make sure office needed help.
AL: what do services do?
CD people are coming in for housing, transportation, and medical.
AM on the revenue side of budget benefits are being reimbursed by Commonwealth
Human Resource
CD Karen Robertson will be going fulltime to support Cathy with benefits and payroll.

Only difference is we are moving a department assistant from a filing fees revolving fund to general
budget.80% of projects will go before conservation

CB Budget same as last year

No significant changes pretty straight forward
Zoning Board of Appeals
Increase in budget due to longevity
Building
We were paying part time inspectors now we have hired them as special employees.
Health
Pretty much same as last year. They cover food, septic, wells, flu shots and mosquito spraying.
Stevens Estate
Revenues greater than expenses. Salary change receiving bonus for exceeding revenues.
Finance
Will issue final version of budget post town meeting. More clarifications no dollar changes.
