NASWAC Meeting Minutes
January 3, 2008, 7:00PM
North Andover Library Meeting Room
Attendees: Tina Klein, Chair; Steve Daly, Vice-Chair; Bill Hmurciak, DPW Director; Karen Kline, Keith
Alter; Debbie Eaton; Martha Mittelstaedt; Norm Bagley; Pete Murley; Steve Parkes; Judy Walker; Susan
Almano, Phil DeCologero; Lisa Conti.
I) Meeting commenced at 7:00PM; Steve Daly took minutes. Minute recording duties will rotate among
members, excluding Committee Chair and DPW Director. Many new attendees prompted an introduction
of all in attendance. The interest in the committee is much appreciated. NASWAC’s meetings are open
meetings and all participants are welcome. Our BOS representative, Mark Caggiano, is open to increasing
the number of seats on the board to encourage more participation.
Following introductions, the November meeting minutes were accepted.
Old Business:
II)
A) The 2008 Recycling Events Calendar is taking shape. Each event will require a chair person to
co-ordinate the necessary volunteers. Some annual events the committee participates in are: Earth Day
Town-wide Cleanup, Zero Waste Day, Paper Shredding Event, *Sheep Shearing Festival, Town-wide

Yard Sale, *July 4Celebration. (*) NASWAC will participate in these events in 2008 only if held on the
Town Common.
B) Mass Recycling Paper Campaign. The grassroots guide has been reviewed by Martha
Mittelstaedt. The object is to increase awareness of ways to increase paper recycling. Various ideas were
suggested using materials provided in the guide: Feature article in One Person’s Trash –Martha to
forward to Tina, Recycling Quiz in OPT –Martha to forward to Tina, publish related article on the town
website (forward to Bernadette). Other ideas: Trash relay race with kids, video of citizens taking a
“recycling test” , Recycle demo at town sporting events. For the future, investigate “Piggyback” trash
bin set up as piloted in Cambridge, MA.
C) Shredding Event is arranged for Saturday, May 17 at the DPW Yard. Residents and business
may have one legal file size box shredded at no charge. Additional boxes will requirea $5.00 charge for
each box. The event will be publicized in local newspapers, cable TV, town website and school
newsletters.
D) Municipal Outreach Toolkit: Pete Murley gave the media to Ellie Pye to show on NATV
channel and will followup to see if it has been aired.
E) Business Recycling : The new recycling agreement currently under development with
Thompson Brothers Inc. (TBI) may enable businesses to contract directly with TBI for recycling services
at a favorable price since TBI will already be inthe neighborhood every week. Once the agreement is in
place Steve Parkes is willing to contact N.A. business owners to make them aware of the opportunity.
New Business
III)
A) The Winter 2008 edition of OPT is delayed by one month to re-write the leadstory. The
implementation of “single stream” recycling as noted in the article may look different when the Town
and TBI reach final agreement. Rather than contribution to confusion, the lead story will be re-written.

For the Spring 2008 edition articles will highlight the May 3, 2008 Earth Day Cleanup, the Mass Paper
Recycling Program, the May Shredding Event\[Pete Murley to write\] and the sale of compost bins ($25.00
ea.)
B) Discussion of groups to be recruited for Earth Day clean up: N.A. High School students,
Brooks students \[Tina\], Merrimack College students \[Phil\], various church groups, and businesses.
C) Recycling Data Sheet: Bill Hmurciak to update figures and forward to Tina by Jan. 25.
D) Electronics Recycling: There is increased competition for our discarded electronics. Two
companies are approved by MA as they properly dispose of the contents. N.A’s current electronics
recycler offers us high monetary return, but is not approved by the Commonwealth.
E. Meeting Schedule 2008: The committee agreed to move our meeting schedule to the first
Thursday of each month since the library meeting room is available to us on the first Thursday, but not on
the second Thursday of each month. Our next meeting is Feb. 7, 2008, 7:00PM-9:00PM.
