Call to order and confirm minute recorder a. Meeting started at 7 p.m. b. Susan Almonó to record minutes II. Accept last month’s minutes th meeting minutes accepted. a. August 14 III. Old Business a. Trails and Sails –Karen Kline German (Germany) Formatted: Karen led discussion on setting up a NASWAC table at Smolak Farm thth and 2810 am – 4 pm during Trails and Sails, Sept. 27 Discussion about what to emphasize at the table – ideas were single stream recycling and demo of what can and cannot be included in recycling. th Action 1 table duty; . Steve, Susan and Martha volunteered for Sept. 27 th Norm and Steve for the 28 Action 2 . Info for the table includes items from Tina’s house, table that Steve will purchase, flyers that Martha will laminate, green recycling stickers that Susan got from Bruce, water conservation th , tent devices from Bruce, totter that Karen will pick up on the 25 that is at the DPW and Steve will take. Action 3. Karen will find out if things can be left in the barn overnight. b. Multi-family recycling, next steps – Tina Klein Bruce/DPW reviewed multi-family listing provided by the Assessor’s office to identify properties not currently serviced by town collection i.e., residential buildings with nine or more units. Judy is meeting with Erin of Royal Crest to strategize meeting with property manager. Steve is working with Pat Moynihan, facilities manager of Ashland Farms, to initiate a recycling program there. Next step is for Bruce 2 Thiboideau and a representative of Northside Carting to arrange a visit to Ashland Farms to survey accessibility for a dumpster pick up." (Note: this was done prior to Oct. 1). Tina talked with facility manager at Edgewood which pays Waste Management for commingled & cardboard dumpsters and use Abitibi for mixed paper. They are looking into whether it is possible to get out of their contract with Waste Management. Also interested in fluorescent lamp recycling. Action 1 : Edgewood needs to find out if they can get out of contract and will contact Tina if/when they are ready to proceed. Action 2 : Steve to let Pat at Ashland Farms know NASWAC can help educate residents, that we have a flyer, to begin recycling asap. c. Energy Manger – Bruce Thibodeau The Merrimack Valley Executive Administrator’s meeting was held Sept. rd 3; DPW Directors often also hold a meeting at this time. Methuen, Haverhill, North Andover, Andover, Newburyport, Lowell, Amesbury, Lawrence & Salisbury form the coalition. rd Consensus at the Sept 3 meeting that the “Clean Energy Choice” CEC funds available not be for an Energy Manger position. Tina pointed out that Mass Technology Collaborative is authorized to used CEC funds forn alternative energy projects only, not for energy conservation. The coalition shows little interest in hiring an Energy Manager, but will meet each month and the issue may be addressed again. Dept of Energy Resources offers an Energy Audit Program (EAP) that municipalities can sign up for. N. Andover CEC funds (about $12,000) could be used for this. On the topic of energy conservation, the Town of Reading has completed a GHG inventory which has helped to point out the largest opportunities for conservation. Steve Parkes has talked with their committee about attending one of our meetings to discuss the process they used for the GHG inventory., d. Wheelabrator and/or IPR tour st Action 1: Still planned for Nov. 1 at 9 am. TBI may be added to tour schedule. e. School Recycling – Lisa Conti Lisa has met with Recycling liaisons at the Sargeant School and together they are trying to meet with the principal and the superintendent to initiate recycling in the schools. ?? Lisa Tina mentioned that she attended a meeting about school recycling and she shared the ideas she had heard to encourage recycling in schools (a)Perishable foods donated to a local the food pantry or food kitchen. This initiative would be coordinated by the Food Services staff and could take place at the beginning of each extended break. 3 (b)End of year “Great locker cleanout” that yield school supplies, clothes, recyclable paper. (c)“Waste audit” where custodians save bags of trash and class divides to see weight that should be recycled. Action 1 : Lisa will meet with the school superintendent, then with the school principals, and then with the individual classes, to promote recycling in the schools. Action 2: An inventory of waste paper will be done in the classrooms of the Sargeant School to encourage recycling paper. Goal is to get bins in classrooms. ?? lisa Action 3 : A waste audit of the schools will be conducted to see how much waste there is, what it costs to dispose of it, and how much would be gained by recycling - how much recycling will cost and how much waste will stay out of the waste stream. \[we discussed this as a possibility, but don’t know if/when it will happen; lisa, could you comment?\] f. Wheeled Cart purchase, promotion, distribution – Bruce Thibodeau Action 1: When there are orders for 20 carts the order for 54 carts can be submitted. IV. New Business a. Robbie George, Northside Carting, could not attend. His theme would have been promoting single stream recycling. Sent ideas from Salem about how to promote single stream recycling: (a)Make TV broadcasts and ads. (b)Educate thru the children; establish certification for kids to pass to promote recycling (c)Set up tables at the grocery store. b. Chair/Vice Chair selection Tina agreed to remain as Chair. Steve agreed to remain as Vice Chair. Action 1 : Tina requested more help with administrative duties of position – meeting agenda, leading the meetings. c.
