HomeMy WebLinkAboutNASWAC MeetingMinutes_08.14.08 Tina Klein Karen Kline Chair Keith Alter Steve Daly Martha Mittelstaedt Vice-chair Bruce Thibodeau Philip DeCologero Public Works Director Lisa Conti Mark Caggiano Norm Bagley Selectman NASWAC Meeting Minutes August 14, 2008, 7:00PM st DPW Conference Room – 1 Floor Attendees: Tina Klein, Chair; Steve Daly, Vice-Chair, Bruce Thibodeau, DPW Director; Norm Bagley, Pete Murley, Keith Alter, Lisa Conti, Judy Walker, Martha Mittelstaedt, and Phil DeCologero I.Call to Order and confirm minute recorder a.Meeting commenced at 7:00pm b.Martha Mittelstaedt to record minutes II.Accept last month’s minutes a.July minutes accepted III.Old Business a.Wheeled cart purchase, promotion and distribution – Pete Murley Pete updated on carts for single stream 1.No 45-gal 2.Carts will have hot stamp/ recycling, assembly required 3.64-gal is a reasonable size a.$70-$80 for cart from Otto b.approx $50 for cart from Cascade th 4.Shoot to distribute on Nov. 15 – America recycles Day ACTION : Pete to speak with Robbie George about other cart options. b.Pete also spoke about Recycle Bank - system credit on recycling, bar code on container – scanned and weighed, Tina explained there is a capital outlay and subscription fee c.Pop-up Tent – Steve Daly Steve has done quite a bit of research, a good quality pop-up will cost $300 (in green for recycling) For printing on all sides approx $300-$400, approx $100 for 2’x10’ banner ($79 for one line/ $89 for 2 lines) 1.Banner suggestions: (all with committee logo a.“North Andover Recycles” b.“North Andover thinks Green” c.Think Green North Andover Steve recommended aluminum – won’t rust ACTION: Steve to send info to Bruce for purchase d.School recycling – Bruce Thibodeau The IPR dumpsters are gone TBI has not put their dumpsters there yet, not a problem e.MassDEP Municipal Sustainability grant – Tina Klein Tina ran through the list and the committee confirmed what to request 1.Public space recycle bins – Keith would like to see more, especially on Main St. maybe not through grant 2.Home compost bins – yes 3.water conservation tools – yes 4.Idling reduction – yes ACTION: Phil to spearhead this project 5.Diesel programs – ACTION: Bruce to check on for 10-wheeler 6.Write your own project – waste audit at schools for example (not this year) f.Multi-family recycling – Tina Klein Tina did not have a chance to speak with Bill Hmurciak Steve stated that Ashland Farms is anxious to have their recycling picked up. They already have a designated dumpster. ACTION : Steve to contact Ashland Farms to see if ready to be on the collection route by st Oct. 1. ACTION : Bruce will work with Northsdie Carting for pickup and if needed to find best location for dumpster ACTION : Tina to send Judy names and contacts of residents to contact for multi-family recycling g.OPT – Keith Alter st Keith has not received 1 draft to edit There are three articles so far Would like one more article hopefully on carts ACTION : Tina to write Tina talks Trash. IV.New Business a.Energy Manager proposal 8-community coalition Would like to take the money in “Clean Energy Choice” (CEC) funds be used to create this Energy Manager position Dept. of Energy Resources runs a separate program called the Municipal Energy Audit Program (EAP) which performs fuel blind analysis and review of all municipal buildings. We don’t need to spend our CEC funds for this program. The recently passed Energy bill creates a division of Green Communities which will place much more focus on assistance to municipalities; may be another reason not to spend our CEC funds on an Energy Manager. ACTION : Tina to find out who all the 8 communities are ACTION : Tina to write an e-mail to Mark Rees asking for more info on this position and a job description ACTION : Tina to follow-up with DOER for an opinion on whether CEC funds are appropriate and if so, what can the Energy Manager focus on that would help down the line with EAP. b.Sails and Trails To be held at Smolak Farms Karen to coordinate a NASWAC booth c.Visit to IPR site st Committee would like to visit IPR site on Nov. 1 at 9am Maybe get over to TBI also Meet at DPW ACTION: Bruce to coordinate th Next meeting: September, 18 at 7pm at DPW Minutes respectfully submitted, Martha Mittelstaedt
