New Business: I) NASWAC Web site coordinator needed. Recycling events should be listed on the website and be current. Suggested that a volunteer, who may not be able to serve on the committee, may otherwise be available to take on this task. The person should be a self-starter and need minimal supervision. Several names were suggested including Deb Lynch, Martha Mittelstaedt and Bernadette. Bernadette is most familiar with the site and with the content. Action:Tina will send items to Bernadette and copy Bill H until we can fill this role II) School Recycling A meeting is scheduled for Sept. 24 with the school recycling liaisons with the custodial supervisor, Vinnie Valentino. Carolyn Dann will attend as welland present her report. Equipment and procedure will be reviewed. III) Shredding Event Universal Shredding LLC of Georgetown, MA will arrange a shredding event with the town. Shred Pro has sold the business and is no longer available to do the event. Universal has signed on to the “Mass Recycles Paper” program, which should result in a reduced rate to North Andover residents (which had not been offered in initial discussions). Action: Steve will contact Jason at Universal Shredding to inquire about thereduced rate. We will plan on an April date for the event. IV) Growing Our Committee Membership The NASWAC committee is comprised of 9 appointed members plus two “ex officio” members (DPW Director and Board of Selectmen representative). Currently, only four of the appointed slots are filled by regular attending members. The work of the committee falls on the shoulders of too few people. Several issues regarding membership growth were discussed: What is the process by which members may be appointed to NASWAC by the town manager? What role should committee members have in adding to our membership? Is there an available list of prospective volunteers that could be contacted by this committee? How and where shall we put the invitation out to attract volunteers? Some suggested places to advertise for new members: School newsletters, One Person’s Trash, the NASWAC website, Town Crossings, N.A. Citizen newspapers, N.A. High School Guidance Office; local church bulletins. Action: Keith to contact Town Manager’s office about recent applicants Action: Steve to write text of an invitation. V) Mass DEP Grant Application is due. Bill H. has worked on the grant application and the committee put our requests in priority order. Funding towards a recycling enforcement officer was the committee’s top priority. The application will be submitted by the deadline. VI) The NASWAC sub-committee will plan to meet with Jonathan Clavens, attorney, to review the Recyclables Collection Agreement with TBI. The suggested date is Wedneday, Sept. 19 at the DPW office. VII) Bill Hmurciak stunned the committee by announcing his planned retirement as DPW Director effective December 31, 2007. It was noted, however, that this will allow Bill to devote full time efforts to the NASWAC committee. Therefore, the committee welcomed the news. Next meeting is scheduled for Thursday, Oct. 11 at DPW. Respectfully submitted, Steve Daly
