HomeMy WebLinkAboutNASWAC MeetingMinutes_01.13.05 Meeting Notes, NASWAC January 13, 2005 Place: DPW Conference Room Present: Tina Klein, Joan Kulash, Mark Caggiano, Bill Hmurciak, Joanne Parrill, Karen Kline, Steve Daly. Minutes recorded by : Steve Daly I. Meeting was called to order at 7:10PM. II. Joan to forward minutes from November 2004 meeting. III. Old Business First Edition of “One Person’s Trash” was distributed earlier this month in the “Town Crossings” publication in the Lawrence Eagle-Tribune newspaper. Approx. 650 extra copies were mailed to the DPW and will be available for: Town meeting (Feb. 7), Town Clerk’s office, Library, Senior Center, DPW office. Approximately 400 additional copies should be coming from E-T and will also be available for distribution. Action:Tina to follow up with Damon Dyer at E-T. Discussion of how to get word of the recycling rule change in the hands of multi-family dwellings. Businesses eligible for curbside recycling pick up will also get copy of the brochure. Postage paid, addressed envelopes provided by the Business Recycling grant awarded in FY03. Action:Bill H. to get name/address list of 2-3-4 family dwellings from town clerk for special mailing of tri-fold brochure. Bill will coordinate mailing with his staff. Tina anticipates a volume of email (to recycle@northandover.com) regarding specific events. This mail will be forwarded to specific committee members to catalog: Earth Day sign-ups -to Joan K. Rain barrel inquires-to Joanne P. Town-wide Yard Sale-to Steve D. IV. New Business: Satellite bin discussion: contents of satellite bins may be commingled. Satelite bins should not exceed size of red bin as it will become difficult for workers to handle. Also discussed the fact that the gree RECYCLE stickers, received from the DEP FY04 Recyclinggrants do not adhere to all plastics. Seems ‘low surface energy’ plastics, such as Rubbermaid™, will not hold the sticker. High surface energy plastic (more rigid) may not be a problem. Action:Tina to provide feedback to the DEP and see if replacementstickers might be available. “Public space recycling” (on Town Common) needs to become established public policy. Each event on the Common where recyclables are generated needs to have a “recycling coordinator” designated by the sponsoring group. That coordinator is to consult with the DPW on a plan for collection and disposal. Action: (not recorded) Rain barrels-Bill H. has info from an alternative rain barrel manufacturer. The New England Rain Barrel Co. www.nerainbarrel.com. A rain barrel source needs to be determined once we know if we are getting the DEP grant. Action: (not recorded) Discussion on NASWAC committee setting up a revolving checking account under the auspices of the DPW. Funds collected from various projects (N.A. recycling bags, etc.) could be used to upgrade materials for the Recycling booth. Action: Tina to email Mark Rees regarding setting up such an account. The committee reviewed Paul Stewart’s comprehensive Trash Pick-up st Training Manual. Also Paul has offered to print page #1 of OPT 1edition to be distributed in the schools. In anticipation of the Jan. 31 change to recycling rules in N.A. a flyer “Please Don’t Forget” will be produced and distributed by DPW (recycle) workers and to notify abusers in advance. Action: Joanne P. to work on public signage announcing the Jan. 31 change to recycle rules. OPT Spring Edition: Bill H. reported that in the previous 12 months NA has seen the first reductionin incinerated tonnage in the last 7 years. Lead story “It’s Working”.will focus on this halt of an upward trend and the increased use of red bins. Action: Steve D. to write copy for the story needed by Jan. 18. nd Edition: Other stories/items to be included in OPT 2 Shred-Pro event, Reuse-a Shoe, HHW Day, Earth Day, Pubic Space Recycling rules, Town-wide Yard sale, Freecycle, compost bins, rain barrels, Spring yard waste collection. Other initiatives to be discussed/included in future publications: Electronics recycling (End of Life Electronics of Amherst, NH) (Used) Tire collection (We Get Rid of It Co. will provide truck to collect tires) Items tabled until next meeting: Facelift for DPW Recycling Center Web page re-design Regional Reuse grant Next meeting is scheduled for Thursday, February 17 (DPW Conference Room 7:00PM) to accommodate committee members schedule conflicts.
