COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
Thursday, December 11,2014,7:00 PM
Town Hall,120 Main Street
Present: J, Simons, A,Angles Jr. D. Feltovic,C. Gangi,W.Gordon,T,Holland, B,Wakeman
Absent: J. Comerford,T.Coppa
Meeting began at 7:00 pm
Community Preservation Coalition Presentation By Stuart Saiginor
Veterans Housing.
Occupancy Permit obtained today 12/11/14,Will have people moving in at:the beginning of next week,
They have families for all 3 units and are very pleased with it,They will be in before Christmas,Job well
done.Project observed by town manager and town council.Paperwork Is completed.Will be well-
maintained.Close the chapter on this project. Neighbors are extremely happy. Recognition given for
successful outreach project Closing this project was seconded.
conservation Projects
Klosks for Open Space: Deb met with Jen Hughes who said the Jack Mabon spearheaded this project.Jen
wanted to procure more kiosks, Project balance of 17K still is available,Jen was told to come to CPC or
have John request the ldosks for their use. It is a 2004 project,may be a little stale. Does CPC want to
Put money Into kiosks? Conservation will be coming to us next Spring. Klosks can always be used in
open Space.Was this targeted for just one project?Or did it encompass all Open Space Projects? Brad
agrees request Is stale, Deb asks should this request be closed,and have Conservation representative
ught to the committee,were they contemplating Osgood Hill or

Conservation Restriction Monitoring
Money was spent for daytime monitoring recording,base line,and It will be ongoing for the
conservation restriction monitoring.Was money given to trustees to do that? Don't know the name of
the person who did that report. Deb will check.Stipends can become a€1 endowed thing. 40K left in
project. Suggestion made to close out.

Wincirush Farm Parking Area;
Napoli put parking lot in at no charge. Mentioned was the fact that it doesn't look like much of a

also very narrow and hazardous.
Windrush Farm--Lacy St.
They want to locate and survey,Jen thought for boardwalk connections and trails if possible, When
project was done there was a lot of wet land. How do you determine the edge of property lines?If

there Is money attached to Windrush Farm, It could be used to survey the lands for so

connection to trails,suggestion rude that that would be fair use of the money, Haven't figured out yet
where all the trails should be, How do you integrate a plan that is still privately owned?There is work to
do out there. It would be good to have Jen Hughes come In with a clear-cut idea of what they want to
do,
Rolling Ridge
She has seen plans, Rolling Ridge was supposed to construct the parking lot.The Conservation
restriction has been completed,and there Is a baseline report for the conservation Restriction but she
was under the assumption that Rolling Ridge was responsible for comtructlon. Tom said that they are
under the assumption that CPC is putting it in, Before the parking lot goes in,the Old road must be
opened up and moved closer. They have already designated where the parking lot will be. Deb and Jen
walked property closer to the street. If land were ever sold,we would have to resort back to that
parking lot. It would always have to be there,on paper,but they want,For our use,to talk about
bringing it closer,increasing some of the general parking spots already available.
Osgood Street Purchase
They are working on Conservation Restriction. She had asked about which trails parking lot will
conservation restriction monitoring attached to that project.The complexity of this project was to close
the real-estate deal, We didn't spend any time what we wanted to do with the property,did not think
we wanted to put parking In, but, did want to put if)a pathway, Could you walk from Osgood 5t, onto
the property and enter the rest of the property that way,and label it because the amount of land we
own is small,and where the house Is.Someone needs to go out and walk the property a few times.
There is a logical spot.Are we cutting the field or they are.They reserve the right and are doing a
wonderful job. deb to get back to Jen and tel( her to come in talk, The multi-use trail Is the project that
Judy Tymon championed and there were 4 phases of it. Matt Egge pickets the project from her but need
some directlon from CPC.Judy Ty€non was the person that knew a great deal about this protect. Matt
Egge's plan was to continue project.
Affordable Housing Authority'Person retiring at end of January,CPC has money invested in many
projects there AHA committee had hired outside consultant,now retiring,CPC feels that they should
have say in allocation of money,This is a very involved position because of existing investments,AHA
funder)Bread&Roses Project looking for funding from CPC?Possible consultant(reference to S.
Salginor's presentation)Consultants in past have been paid for by developer for engineering purposes
(to gain professional expertise)
Veterans Housing is a go. State gave thern$200K to put underground drainage In, everything to go off
the property(underground)so neighbors will not be affected.Are working with neighbors:different
colored houses to be conducive to neighborhood
l oulds Terrace started last week. Project to be done by end of January. Bad tirne of year for replacing
windows but this is when It came due. Project to be totally completed in January,Will open community
center for comfort of residents while apartments are being worked on,
Fountain Drive ;10K left, Purchase benches now.Will install benches in the Spring(to be cemented in).
That will be the end of their projects.
