Meeting Minutes

Town Hall, 120 Main Street
Present: John Simons, Alberto Angles Jr., Deborah Feltovic, Charles Gang!, William
Gordon, Terrance Holland, Bradford Wakeman
Absent: Albert Fowler
Update on Land Acgulsition
B. Wakeman gave update on Doc Atwood's land:
Introduced Doc Atwood to Nellie Aikenhead (Conservation Consulting and Real
Estate Consulting) and gave background information regarding Ms. Aikenhead's
past consulting work for Town of North Andover (Zhoriko property, Half-Mile Hill
Rolling Ridge, etc.)
Asked N. Alkenhead to prepare proposal for consulting services. The first step:
get appraisal done, and start negotiation process on price
B. Wakeman gave overview of property including active,and passive recreational
possibilities
Agreeable price to be determined. N.'Ail(enhead will get.appraisal.
Decisions to be made:
Is the land developable?
What is the true value of the house?
Possible deterrents will be development costs and doing all the work that needs to be
done: like building a road, drain4ge/sewer Jss.0..es, necessitating consulting company to
assess all development costs, pos'sib.ly decreasing value of property.
Consulting firm will determine the highest invest price and any constraints that may be
associated,
N. Aik enhead has explained and laid out, to property owner, possible uses to enhance
the town of North Andover that are conducive to his vision of the property.
Very soon, the town will be'losing pl6ying fields at Lucent.
B. Wakeman asked to have a vote to hire Nellie Alkenhead Conservation Consultina and
Real Estate Consulting for up to $10,000.00, to bring to fruition all data pertaining to
the acquisition of Milk Street property.
Appraisal will be separate cost. Will negotiate purchase price and report information to
committee.
Consultant tasks will include working with Veteran's Northeast Outreach Center,
negotiating a purchase price, project structure, arranging appraisals, preparing CPC
application, presiding at cite survey, drafting conservation restriction, etc.
Given the fact that this process takes a great deal of time and collaborative expertise
from various professions, it is much to our advantage to hire a professional
conservation consultant.

Consultant hours will be capped at 100 hours (@ $100.00/hr.), but is not anticipated to
reach, given rate and diligence of N. Aikenhead's past projects.

Motion was made by B. Wakeman to authorize the expenditure of up to $10,000.00 to
hire Nellie Aikenhead Consulting and Real Estate Consulting for 45 Milk Street Project, s

appraisal of 45 Milk Street Property.

Discussion on venue for`public meeting', in January or February, 2016. J. Simons to
discuss with Kevin Willow, Stevens Estate Board of Trustees.

Open Project Update
Veterans Housing Public Meeting was well attended according,to T. Holland. C, Hoog I
and her staff were all present,.keeping everyone knowledgeable on pertinent issues.
Project engineer and others were in attendance addressing concerns. Neighbors liked s
that all the buildings would look different, making a very positive outlook. Funding for
electrical work being pulled back from groundwork was disconcerting to neighborhood.
Also re-grading and landscaping needed because of water in basements -may request i
funding for difference in cost. Dollar amount will be specified in near future,
The need fo.r transparency in addressing routine maintenance in existing affordable
housing will help plan for future funding, C. Hoog will explain her budget in regard to
Master Plan at State level,
No current plans for money approved for Middle
School Fields Phase I,
Any property/buildings around the Old Center that may become available in the future
would be a good opportunity for investment for our town's needs.
