HomeMy WebLinkAbout1977-03-07March 77 1977 - Monday Regular Meeting The PLANNING BOARD held a regular monthly meeting on Monday evening, March 7, 1977 at 7:30 P.M. in the Town Office Meeting Room. The following members were present and voting: Fritz Ostherr, Chairman; John J. Monteiro; and Paul R. Lamprey. A discussion took place re Advisory Board request that we submit an article to compensate a Planner at a stipulated salary. Motion was made by Mr. Lamprey as follows: to see if the Town will raise and appropriate a sum of $14,748 to fund the position of the Town Planner as created by the previous article. Mr. Monteiro seconded, unanimous vote. DISCUSSION - pLANNF~=pros & cons re combining with Board of Health or other departments. The question was raised as to whether or not this could be a workable arrangement. No conclusions. Mr. Nicholas Brattan representing Microtek re microfilming; can save 98~ of present space and preserve records forever; showed examples and listened to cost estimates. The BOARD may contact them to have a sample done. BOARD OF HEALTH DISCUSSION: PLANNER - George Caren, Dr. Kay and Ed Scanlon were present; suggested an engineer who could do the work F. Gelinas presently does and asked what kind of an individual the PLANNING BOARD was thinking of; could he be made available to other Town departments? Mr. Ostherr thought he could be available; the amount of money the BOARD was thinking of would be somebody 3-5 years out of college. You need someone on that order for purposes of engineering certification. If it would be to our mutual interest I would be in favor of it; we would be more than happy to re-write the requirements of the job description to make it compatible. Fritz summarized by stating that the person would be hired by the P. B., make a covenant with the Board of Health giving them an opportunity to interview. Mr. Scanlon stated that he had some reservations on the structure of Town government; they do need some type of engineer; someone who is extremely interested in the To~n could handle this type of work and didn't want to get into any debates regarding who is doing what in a couple of years. Mr. Monteiro asked for a schedule of man-hours required for Bd. of Health. BOARD OF APPEALS LEGAL NOTICE: AL~ B. WALLACK - this type of appeal has tradition- ally been within the B. A. jurisdiction and the P. B. sees no objection to it. Motion made by Mr. Monteiro, seconded by Mr. Lamprey and unanimous vote. BOARD OF APPEALS DECISION: GAUCHE - read and on file. Copy of letter from BPW to F. Gelinas Re "WINTER HILL" read and on file. TOWN OF ANDOVER LEGAL NOTICE - read and on file. Copy of letter from F. Gelinas to DPW Re FLATLEYproject - to be placed in subdivision file. M~tter of Gro~h Policy Committee was noted. Correspondence from MRS. ARMITAGE re APPLEDORE PONDS: was discussed and the fact that we have not been able to reach a meeting date with Atty. Harem was deplored by the Board. Miscellaneous Matters: Mr. Monteiro to attend the annual meeting of Ma. Fed. of P. B. on May 14, 1977 in Leominster. He invited Mr. Ostherr to attend with him. March 7, 1977 - cont'd PLANS NOT REQUIRING APPROVAL: GREENWOOD ASSOC. - Chestnut St. Discussion and motion by Mr. Chepulis n~to endorse the plan of land for Greenwood Assoc. dated Feb. 227 1977 as not requiring approval because it shows a subdivision. ~4r. Monteiro seconded and the vote was unanimous. Mr. 0stherr told the members that he was cal~ed by Arnold Salisbury and told that he h~d mailed to the Administrative Ass't the Proper language article to accept Ch. 808 of 40A. The BOARD agreed that our re-zoning articles would be taken up at a later Town Meeting. Mr. Ostherr, retiring from the Board, was presented a placque by a grateful membership. It was suggested that a reorganizational meeting be called before the next regular meeting. Mr. Lamprey made a motion to meet Monday, Mar. 14th, in the Planning Board Office for purposes of reorganization. Mr. Monteiro seconded and the vote was unani- moms. Meeting adjourned at ~0 P.M.
