Site Plan Review Application, together with the following:

Associates, Inc., consisting of 10 sheets, and three (3) 11 X 17 copies of the same;
2. Two (2) copies of the Stormwater Management Report prepared by Meridian
Associates, Inc.;

4. Outside Consultant Review Escrow Form.
Also enclosed is the required filing fee of$2834.32, consultant deposit of$2000, and
certified mailing fee of$397.95, pre-labeled abutter certified mail envelopes, and stamps for the
decision mailing.

The Applicant proposes to ground lease approximately 48,800 square feet of unimproved land
fiorm the City of Lawrence Municipal Airport Commission for the purpose of developing a box
style hangar building, consisting of 2 stories and approximately 17,338 square feet area. The
hangar will house three (3) airplanes for the applicant's private and corporate use. The
proposed hangar will also contain accessory office space. Ten(10) parking spaces will be
provided on site.
Special Permit Criteria
The Lawrence Municipal Airport and the proposed leased site are situated in the I-2 (Industrial
2) Zoning District. The Airport has existed since approximately 1934 and is a pre-existing
nonconforming use.
Owing to the existing and long-standing Airport use, and also to the interior location of this
hangar at the end of Terminal Road, the location is appropriate for an airplane hangar and will
improve the safety of airport operations generally.
Access to the site will be via the internal access road and will not interfere with or otherwise
adversely affect nearby commercial uses at the Airport or in the surrounding commercial area. It
will prevent undue congestion of planes on runways and will improve the management of traffic
at the Airport.
The proposed use is appropriate for this location and will enhance the value of the Airport as a
community amenity without requiring any additional infrastructure.
Storm water management will be in accordance with the Stonmwater Management Report
submitted with this application and will meet or exceed required standards.
A special pen-nit is warranted here because the proposed development is of an appropriate scale
and in a location well-suited to its use and is otherwise in harmony with the general purpose and
intent of the Bylaw. The applicant respectfully requests that the Board grant a Special Permit
under Section 8,Paragraph 8.3.2.a. to pen-nit the construction of the proposed hangar in
accordance with the plans submitted with this application.

Dear Mr. Bamard:
Please accept this letter as confirmation that Great Circle Central,LLC received approval
from.the Lawrence Municipal Airport Commission at its June 19,2014 meeting to
proceed with its proposal to develop a single,box style,hangar building on the Lawrence
Municipal Airport.
This approval is subject to Great Circle Central,LLC obtaining all of the necessary
permits from the Town of North Andover and the execution of a ground lease with the
Laurence Municipal Airport Commission.
It is my understanding that at this time, Great Circle Central, LLC's attorneys are
reviewing the proposed ground lease and that you are presently pursuing the necessary
permits from the Town of North Andover.

OUTSIDE CONSULTANT ESCROW AGREEMENT

Agreement is made this September 19, 2014 between the Town of North Andover and
Great Circle Central LLC of ** see below for
subdivision,site plan review for R5 Terminal Road (airplane hangar)
Know ALL men by these present that the Applicant hereby provides the Town of North Andover
with a check in the stun of$ 2000.00 to be deposited in an interest-bearing account as
designated by the Town Treasurer to be expended by the North Andover Planning Board to insure
payment to an outside consultant(s)for engineering reviews for the above referenced project.
This Agreement shall remain in full force and effect until this Applicant,or his/her/its executors,
devises, administrators,heirs, successors, and assigns has fully and satisfactorily performed all obligation
specified herein. Upon completion by the Applicant of all obligations specified herein,the remaining
funds(unless less than ten dollars),including accumulated interest,in said account shall be retained to the
Applicant upon a Vote of the Planning Board.
