Lynch, Jr., Sean F. McDonough, Douglas W. Saal, Deborah A. Feltovic. Member Absent: Louis A. Napoli Chairman, John T. Mabon. Staff Member Present: Jennifer A. Hughes, Conservation Administrator; Judith D Kalloch- Getman, Conservation Agent. Meeting came to Order at: 7:03 PM. Quorum Present. Pledge of Allegiance Approval of Minutes of 3/22/17  A motion to accept the meeting minutes of 3/22/17 as drafted and reviewed is made by Ms. Feltovic and seconded by Mr. Lynch.  Vote: unanimous Public Hearings: 7:05PM Request for Determination Applicability 380 Winter Street (Bannister) (Elliot Brundage Landscape Design) (cont. from 5/10/17) (Request to cont. to 6/14/17)  Ms. Hughes states that she requested the applicant provide either wetland delineation or request a continuance. Neither of the requested documents was submitted.  Mr. Manzi and Mr. Lynch suggest that commission staff contact the owner of the property th prior to the next meeting on June 14 to ascertain how they intend to proceed.  A motion to continue the matter to the June 14, 2017 meeting is made by Mr. Manzi and seconded by Mr. Lynch.  Vote: unanimous.  Document:  E/Mail prepared by Elliot Brundage Landscape Design request for a continuance to June 14, 2017 meeting dated May 24, 2017 76 Abbott Street (Stein) (Red Tail Construction)  Mr. McCullough of Red Tail Construction presents the proposal to remove an existing deck and build a smaller addition on concrete sono-tubes.  Ms. Hughes states that she and Ms. Kalloch-Getman visited the site and moved 3 wetland delineation flags eight (8) to nine (9) feet upland and states that the structure is outside the 50’ no-build zone.  Ms. Feltovic asks if monuments should be placed and if so, how many.  Ms. Hughes states that four (4) monuments should be placed twenty-five (25) feet from the wetland approximately 30’ apart.  Ms. Hughes states that no erosion controls are necessary and no stockpiling should be done within the 100’ buffer zone  Mr. McCullough states that he would provide a plan showing the relocated wetland flags.  A motion to grant the negative determination #3(after receipt of revised plan showing revised wetland delineation) with conditions for pre & post construction inspections, no buffer zone stockpiling, and installation of four (4) wetland markers is made by Ms. Feltovic and seconded by Mr. Lynch.  Vote: unanimous. The adjustments would be provided by the applicant as soon as possible but wasn’t available for the meeting. A large debris pile was seen in close proximity to flag EP-1B.  A previous ORAD included a notation that any future filing would require the removal of trash and debris in resource areas and no-disturb zones as well as a restoration plan. Ms. Hughes recommends this be included in this ORAD.  Mr. Lynch suggests that the commission set a deadline for removal and restoration if no filing for the property is submitted within a specified period of time.  Mr. Manzi asks what the material is.  Ms. Hughes states that it is metal and suggested the deadline require submittal prior to the August 9 meeting.  Mr. Adams, an abutter, is recognized by the commission chairman and asked about plans filed with the Board of Health approving septic systems on two lots.  Ms. Hughes states that the setbacks on the property are limited and two systems may no longer be feasible. Farnham, Jr.)  Ms. Hughes presents the violation where wetland areas were mowed to control invasive species. They have revegetated and no further restoration is needed. A site visit was conducted. She presents photos.  Ms. Hughes states that this satisfies the requirements of the enforcement order.  A motion to send a letter releasing the Enforcement Order is made by Mr. Lynch and seconded by Ms. Feltovic.  Vote: Unanimous. 202 Marbleridge Road (Fugere) (Request to cont. to 6/14/17)  Ms. Hughes states the Enforcement Order requires the applicant to flag the wetland and provide a plan for restoration by May 19.  The commission discusses the location of the property.  Ms. Hughes states that the plan was not yet received but she has been in contact with consultant Mark West who will submit the documents for review at the June 14th, 2017 meeting.  A motion to continue the matter to the meeting on 6/14/17 is made by Mr. Lynch and seconded by Ms. Feltovic.  Vote: unanimous Documents:  E/Mail prepared by West Environmental request for a continuance to the June 14, 2017, dated May 24, 2017 General Business: 7:30PM 242-1169 & 242-1447, COC Request, (Meadows) (Maplewood Reserve/Oakridge Village) (cont. from 5/10/17) (Request to cont. to 6/14/17)  Ms. Hughes states she needs additional time to review the submitted as-built plan due to late submission.  A motion to continue the matter to the 6/14/17 is made by Mr. Lynch and seconded by Ms. Feltovic  Vote: unanimous Document:  Letter from Merrimack Engineering Services, Inc. dated May 24, 2017. 242-1578, Extension Request, 1193 Great Pond Road (Brooks School) (Sanborn & Head)  Ms. Hughes states the project had been postponed and the site needs to be re-flagged. She recommends granting the continuance and allowing the applicant to reflag prior to the preconstruction inspection.  A motion to issue an extension with a condition requiring the site to be flagged prior to the beginning of work be granted is made by Mr. McDonough and seconded by Ms. Feltovic. Document:  Letter prepared by Wellington Woods Homeowners Association withdraw the Conservation Restriction dated May 24, 2017 Leonhard Farm CR – proposed trail  Ms. Hughes presents a plan of the proposed trail and states that she has walked the area with Dave Rimmer of Essex County Greenbelt.  The commission states that the trail was part of the management plan so a formal vote is not needed.
