Special Meeting
The PLANNING BOARD held a Special Meeting on Wednesday evening, Nay 11, 197' at 7:30
P.M. in the Town Office Meeting Room. The following members were present and voting:
William N. Saleratus, Vice-Chairman; Michael P. Roberts, Clerk; and William Chepulis.
HAROLD PARKER ESTATES II - Scott Properties, Inc. Frank Gelinas representing stated that
this subdivision is off Penni Lane and Stiles St. and consists of 2 parcels pf land, one
presently owned by Mr. Busch and the other presently owned by D'Ilias (?). 29 lots of
which two are presently a part of Penni Lane. The land to the northwest of Stiles S~.
is uplands in terms of 30 years gro~h of forest, land to the northeast is farm land.
The area is serviced by water but no sewer. There is a portion which goes into the head-
waters of the Scug River. The property varies from 230 ft. to a low of 180 ft, with
3,000 ft. of roadway, 26 ft. paved section with a 50 ft. right of way. Soil is glacial
till.
Mr. Cyr ~nts to establish a standard where easement rights ~ill be granted throughout
the entire property. The brook is very active, flows nearly year round. An 8 in. water
line has already been brought in from Gray St. and will connect up. Lots 30, 31 and 32
are also on the definitive of Penni Lane but they are changing the lot lines on this plan.
Propose to change these as actual lots without an easement. They went over stakes on
Stiles St. inasmuch as it ~as abandoned at Toga Meeting a long time ~go. They plan to keep
an easement on Stiles St. because it makes a pretty walkway, the title of it is vague at
best, the owners or developers of the property feel that to knock down the stone walls
the
would not add to .. neighborhood. Stewart has rights to go over Stiles St. This ease-
ment is presently/~tting and adjoining landowners, the Town has abandoned it. If the
Town wishes to strengthen its easement rights it can be done through 2he subdivision
process.
Nr. Chepulis questioned why one of %he oul de sacs does not go to the property line -
Mr. Gelinas said it could be done that way.
Arthur Lewis, resident of Penni Lane, ozmcerned about the drainage because the area is
already wet and an upset of the ~lanoe would cause more problems.
Mr. Gelinas asked the BOARD to request that the department heads send him copies of
their co~nunications. It was agreed.
Mr. Ohepulis made a motion to take the matter under advisement with Mr. Roberts seconding.
The vote was unanimous.
WHIPPOORWILL PA~K - E & F Builders: Gene Ny~ten representing; off Forest ~t., 5 lots;
water at the intersection will go 'directly to the swamp and on the easterly side will go
to a ditch and through the culvert; a plan is before the Con. Com. which includes the
pending area (lots 3 & 4) and the proposed site; will provide drainage easement on the
outlet ditch going to the swamp in two places; the road will be more of a driveway, very
little traffic; would like to regrade and fill on lots 3 &'4; length of road is approxi-
mately 570 ft. Much discussion took place regarding culverts and amounts of water they
are capable of carrying.
Mr. Chepulis inquired what could be done for fire protection inasmuch as it is 7,000 ~t.
~rom Town water lines. S. Follansbee told the members that the 0on. Com. suggested run-
ning a dry line out into the street. Also, the drainage easement on lot 4 is from Forest
~t. entrance.
Mr. Cyr felt that the drainage was for "the birds"; would suggest a set of oatoh-basine
in three different locations; if there is not ~uffioient depth for the catch basine, how
are they goim~ to accomodate septic systems? If roads can't be built to asoomodate the

drainage, they shouldntt be built at all. Roberts: the economics doesn't ~ake senee~
Chepulie: forget about the econo~ios, concerned about the water table. He then made
a motion to take this preliminary plan under advisement to be submitted to the ~bdivi-
sion Control ~uboommittse who will establish a walk of the site in the near f~xtureo
Mr. Roberts seconded and the vote was unanimous. Letter from I~PI~ was re~d by the Vice-
Chairman and is on file.
