HomeMy WebLinkAbout1977-06-08June 8, 197? - Wednesday SPECIAL MEETING The PLAN/~ING BOARD held a Special Meeting on Wednesday evenings June 8, 1977 at 7:30 P.M. in the Town Office Meeting Room. The following members were present and voting: Paul R. Lamprey, Chairman; William N. Salemme, Vice-Chairman; and John J. Nonteiro. PRELIMINARY DISCUSSIONS: 1 - CAMPBELL FOREST - George Farr present. Frank Gelinas representing stated that the parcel is located just west of Salem St., contains 48 lots, 55 acres, 4600 ft. of road; no water on Campbell Rd. presently but a stub was left when they reconstructed Salem St. which they will tie in to; no sewerage; underground electric and telephone; 3 portions which are wetlands; majority is uplands; ledge iu area; soil tests have not been done within the subdivision itself but have been done surrounding it; basically glacial till, sandy, silty; 26 ft. paved road area; no greater than 6~ slope on the road in one small area, the rest is between ~-3%; there is one pond partially on the property. The Chairman read letter from Highway Surveyor dated June 8 and BPW; Police Chief's letter dated Nay 23 also read. Mr. Lamprey asked 5Ir. Fart if he would grant an extension of time inasmuch as the BOARD is compelled to act by June 22nd - Mr. Farr granted a two week extension; to be acted on by July 5 meeting, Gelinas to confirm by letter. Motion by Salemme to refer the matter to the Subdivision Control Subcommittee. Second by Nonteiro and unanimous vote. PROPOSED SUBDIVISION: BOXFORD ST. (Enright, Breen, Parr) Applicants were all present. Steve Stapinski, Merrimack Engineering Service~ representing stated that the proposal is in an R-2 District, is owned by Parr, Breen, and ~l~right; ~6 house lots, 2 of which will not be building lots; there is a wetlands situation which they are crossing with roadway; 28 acres; at present there is no waterl and no sewer; complete drainage through- ~ut the roadway; 2100 ft. of road, 26 ft. paved surface with complete underground utili- ties and drainage and is in conformance with ToWn regulations; some thought has been given to fire control by utilizing lots 3 & 15 ~s a reservoir ; would like to provide access through drainage easements for fire apparatus; 5 tests pits were taken which are located on the plan; there will be suitable ~l~nd for su~asurface disposal installation. Highway Surveyor would like his regular conditiohs put on this subdivision such as, drainage to run continuously, 26' pavement, g~rav~l shoulders, catch basin ~t the inter- section of Boxford St. and the proposed ro~d. Letters from BPW, Police Dept. were read. At this time, a two week e~tension was granted by the applicant until the July 5 meeting. Motion made by Monteiro to refer to subdivision control subcommittee. Salemme seconded and the vote was unanimous. MISCELLANEOUS MATTERS: The Chairman suggested that someone from the BOARD should t~ke a look at the Board of Appeals legal notice site. Mr. Monteiro stated that he would go. Motion by ~onteiro that under the present zoning law, special permits ~re under the juris- diction of the Board of Appeals so it is up to their discretion.
