Re: Senior Citizen Property Tax Work-off Program
_____________________________________________________________________________________
Last year, the Board adopted my recommendation to increase the number of participants in the senior
citizen property tax work-off program from 35 participants to 40. The Board also adopted an increase in
the abatement rate from $9.00 per hour to $10.00 per hour. The rate was based on the Commonwealth
of Massachusetts minimum wage at that time. As of January 1, 2017, the minimum wage in
Massachusetts increased to $11.00 per hour.
The program is doing well and the Town is receiving valuable services from the participants. This year I
am recommending the Board increase the abatement rate to $11.00 per
hour and increase the number of participants from 40 to 50. Although applications will most likely
continue to exceed the number of available spots, we want to make sure we have sufficient work for
those that participate.
If you adopt these recommendations a participant could receive a maximum of a $1,100 property tax
abatement, up from the current maximum of $1,000. Please note that the rate per hour cannot exceed
the state's minimum wage.

Re: OPEB Committee
_____________________________________________________________________________________
At your last meeting, the Board discussed forming an OPEB Committee, the purpose of which would be
to evaluate strategies and options regarding Other Post-Employment Benefits. At the meeting on August 14, 2017,
the Board will vote on whether to form the committee.

Per Chapter 28 of the Town Bylaw which created the Affordable Housing Trust Fund, at least one of the
