Mabon, Douglas W. Saal. Members Absent: Louis A. Napoli, Chairman, Albert P. Manzi, Jr. Vice Chairman, Sean F. McDonough Staff Member Present: Jennifer A. Hughes, Conservation Administrator Meeting came to Order at: 7.05 pm Quorum Present. Approval of Minutes —5/10/2017 • A motion to accept the meeting minutes of 05/10/2017 as drafted and reviewed is made by Deb Feltovic, seconded by Doug Saal. • Vote unanimous Pledge o f Allegiance Public Hearings: 7.09 pm Abbreviated Notice of Resource Area Delineation 242-1704, 189 Willow Street (Tanner) (Merrimack Engineering Services, Inc.)(cont. from 7/26/17) • Patrick Seekamp states that we are here for an ANRAD, Jennifer Hughes has reviewed this revised plan presented here tonight. The site had a previously approved ANRAD A-D lines as a result a NOI was applied for. Prior to 2008 or 2009 a lot of site work was done. Since then several construction projects have happened, and there several pockets of water on the site most do not exceed the 1000 square feet but there is one that does. Mr. Seekamp provides information on prior projects with similar issues. • Jennifer Hughes does agree with the summary the difference is that 1210 Osgood Project is a little different than this site. • Jack Mahon asks for clarification on details of the plans submitted. • A Motion to Issue an ORAD confirming the line is made by Deb Feltovic, seconded by Doug Saal. • Vote unanimous. (cont. from 7/26/17) • Bill from Merrimack Engineering is at the podium to speak regarding the changes that were made to the plans and the reasons behind it. • Jennifer Hughes question the 10 foot breaks in the wall and the reasons for it. • There is concern among the Committee that the breaks. The committee would like to see a continuous wall. • The Engineer did the breaks in the wall to account for wildlife movement. • A motion to close and issue a decision within 21 days is made by Deb Feltovic, seconded by Doug Saal. • Vote unanimous • The decision should condition that no breaks in the wall are approved. (cont. from 7/26/17) • Site walk conducted • Kurt Young is at the podium and is showing the revised driveway design along with a stone infiltration along the side into the proposed swale. • He is explaining the revised plans to the driveway which has less grading and landscaping work. • The breaks in the wall are intended and the reasons are cost, wildlife passage and access to this area • Jennifer is there another alternative to the driveway design. • The applicant is open to a gravel driveway as a continuing condition • The Board would like to see a design for the pervious driveway design • The Board would like to speak to the invasive species control with a solid wall • An O&M plan • The swale needs better delineation • Jennifer is asking for an explanation on where the swale crosses the driveway. • A request for a waiver is needed for this • Also approval from the DPW is needed for work within the right of way. • A motion to grant the request for a continuance to the August 23, 2017 meeting was made by Deb Feltovic, seconded by Doug Saal. • Vote unanimous. She is also discussing the resource area flags. There will be a dumpster on a paved location, there will be three separate areas of erosion control. • Jennifer is in favor of this project her only question is this proposal going to be heard by the Planning Board, a modification to the Special Permit was requested but Sutton Pond did not sign off on the request. • John Mahon has a concern regarding Cochichewick Brook and the stockpiling that might happen there and the precautions.
