BOARD OF SELECTMEN MINUTES September 25, 2017

CALL TO ORDER: Chairman Phil DeCologero called the meeting to order at 7:30PM in the 2 Floor
Conference Room at Town Hall.
ATTENDANCE: The following were present: Chairman Phil DeCologero, Clerk Regina Kean, Chris
Nobile, Rosemary Smedile, Richard Vaillancourt, Town Manager Andrew Maylor and Executive Assistant,
Laurie Burzlaff. No members of the public were in attendance.
NEW BUSINESS:
The Board discussed the following items as part of the Strategic Planning Session for FY2019. No votes
were taken.
Finance
The Board stressed the need to develop a budget which is structurally balanced, adhering to the financial
reserve policies adopted by the Board and Finance Committee in 2015.
The Board also discussed developing a long term strategy for Stevens Estate and Osgood Hill.
Economic Development
The Board wants to continue to focus on bringing new businesses to North Andover and revitalize the
downtown area. In addition, explore ways to make it easier to open a business in North Andover.
The Board discussed working with Merrimack College to help find ways to promote North Andover.
Neighborhood Enhancement
The Board will continue its commitment to expanding and enhancing active open space and accelerate
the Playground Improvement Plan funded by Community Preservation. The Town Manager indicated the
design for the Middle School Field redevelopment should be completed this year.
The Board asked for a plan to be developed for repair to existing sidewalks and adding new sidewalks in
certain areas to improve pedestrian safety and provide walkable access to businesses.
The Board ask the Town Manager to develop and fund a street tree replacement program.
Community Development
The Board and Town Manager agreed that the Town should hire a mental health/social services
community
support.
The Board indicated its desire to continue to find ways to take advantage of the opportunities available by
being designated a Green Community.
Public Safety
The Board asked the Town Manager to focus on ensuring that public safety employees have the sufficient
training and equipment to adequately perform their jobs.
Government Philosophy
has begun. The Board
asked that a tracking system for annual departmental budget goals be developed.
The Board indicated they want to see all boards and committees be process driven, technology enabled,
consistent and transparent.
ADJOURNMENT:
Rosemary Smedile made a MOTION, seconded by Chris Nobile to adjourn the meeting at 10:00PM.
Vote approved 5-0.
