HomeMy WebLinkAbout1978-11-20 November 20, 1978 - Nonday Regular Meeting The PLANNING ~ held a regular monthly meeting on Monday evening, November 20, 1978 at 7.'30 P.M. in the Town Office Meeting Room. The following members were present and voting'. William N. S~lemme, Chairman; John J. Monteirc, Vice-Chairman; Michael P. Roberts, Clerk; William Chepulis; and $oy~e A. Di~ore. COI~INUED P~BLIC HEARING: CARLETON FARMS EAST - letter from Bd. of Health dated Nov. 16, 1978 was read. Also, letter from Bal. of Public Works. Both on file. Letter from Town Counsel dated Nov. 16, 1978 re Carleton ~_~_~e and Raleigh Tavern was read and is on file. Walter Boule, R~leigh Tavern Lane, ~uestioned the fact that the BOARD, at the last hearing had not accepted letters from previous hearings on the same subdivision. Mr. Saleratus told him that any letters submitted previously would not be acceptable at this hearing. The Con. Com. letter, which was submitted two weeks ago, is acceptable. R. Noonan, Carleton Lane asked about setting aside some land for recreation and who was going to maintain the pond in the future. Ben Osgood answered that it would be maintained the same way it is now and has been for years. Mr. Noonan responded that if the character of the pond is changed Mr. ~elinas! figures will not be applicable. Frank Gelinas stated that the pond is a private piece of property not within the lines of the subdivision. More discussion. Mr. Roberts made a motion to DE~Y the subdivision due to the material from the various Town boards starting with the Highway Surveyor's letter dated October 23, 1978 regarding reduction of grade at Raleigh Tavern No. The present plans don't concur with these recommendations; also, traffic flow; Con. Com. letter of October 23, 1978, question of soil data as far as run-off is concerned, etc.; Bd. of Health letter.; we have not received any substantial data that losses will not be suffered by the abutters due to dr~nage, run-off, etc. Mr. Monteiro seconded and vote was unanimous. Mr. Roberts commented that the evidence shows alo~ of gray areas and the environmental impact should be cleared up. CARLETON FARMS ~EST: DECISION - The following letters were read: Bd. of Health, dated Nov. 16, 1978; RPW, dated Nov. 7, 1978; Highway S~veyor, Oct. 23, 1978; Fire Chief, dated Oct. 20, 1978; Con, Com. dated OCt. 23, 1978 The road widening easements were brought up again by Mr. Monteiro. Mr. Oyr said we don't have them and that a 15 ft. strip along the westerly side of Summer St. should be upheld. Mr. Gelinas stated that they are not a part of this submittal. Mr. told him that to the extent that we control certain lots we will do what we can with road widening. A motion was made By Mr. Roberts to DE~Y the subdivision on the basis that a great deal of concern on the par~ of the Highway Surveyor and abutters regarding road conditions that could cause safety hazards with regard to access and egress to and from the pro- posed subdivision; some type of ~-~lysis or study of conditions ~hat would occur to show that road widening easements are not necessary before the Pl~-,ing Board would recommend this subdivision~ reference made to ~d. of Health letter recfuiring that an analysis of system designs would have to be presented.
