Minutes of October 12, 2017
Present: Chairman John Simons, Terrance Holland, CJ Gangi, Deborah Feltovic, Marybeth Soucy-Larkin,
Tracy Watson,William Callahan and Denevan O'Connell
Absent: Albert Fowler
Chairman Simons called the meeting to order at 7:OOPM.
Review of Open Projects
The Committee reviewed the list of open projects one by one. Several projects are at Stevens Estate and
the Committee will handle those at their meeting at the Estate. Committee will invite Facilities Director,
Steve Foster to the meeting for an update.
Monuments: Terry Holland asked about the application for preservation of monuments and who is doing
the repairs. The Board was given a copy of the application. Stan Limpert of the NA Historical Society
was present and in response to a question from the Committee, Mr. Lim pert offered to see if the
historical society has a company they can recommend.
Tracy Watson questioned projects still with balances- Rolling Ridge (Project 1304) and Stewardship
(Project 1279).Ms. Watson stated that any projects that are a couple of years old should be closed.
Ms. Watson will speak to Joyce about restoration of historical records.
John Simons will check with Jim Lafond about Ridgewood project.
Stan Limpert indicated Historical Society Building is almost done and should be able to close out soon.
Mr. Limpert does not think Bradstreet memorial will happen. He will check with School Building
Committee and let Mr. Simons know if it will move forward.Mr. Simons explained stewardship as
everything Conservation Commission felt they needed to do to be stewards of the land.
Mr. Simons will follow up with director of Rolling Ridge on the parking. Deborah Feltovic will check
with Jen Hughes on status.
Mr. Simons indicated Windrush parking can be closed.
623 Osgood Street-remaining funds are for parking. Chair suggested committee visit site to determine
whether to close.
McEvoy field-remaining funds are for netting and then can be closed.
Multiuse trails have been started and should remain open.
Nan's trail is done and can be closed.
Chair asked Mr. Holland to invite Middle School Fields committee to December meeting.
Laurie Burzlaff updated the Committee about the Drummond Project.
Mary Beth Soucy-Larkin to check if Housing Authority ones can be closed.
Veterans Housing on High Street-They haven't taken any of their money. CJ will contact John and see
why the funds have not been requested.
45 Milk Street-Mr. Simons indicated owner still thinks he can get$1.2 million for the property.
Appraisal was less than $100,000.
Update on Grant Form
William Callahan wants to make sure obligations can be met under paragraph 4 (Budget). Mr. Callahan
wants to clarify the language and will email new language for review by Town Counsel. Committee
agreed that a copy of the grant agreement should be included with the application.

Application workshop
William Callahan thought the Committee should have a short public meeting to explain how to apply,
give examples of what money has been spent on in the past and inform community about projects. Ms.
Watson suggested to televise annual public meeting that CPC is required to have every year. Committee
will use regularly scheduled December meeting for outreach to public and will televise.
Planning calendar
Budget calendar was included in the packet.Mr. Simons suggested changing the application deadline to
February 15'instead of February 8'.
Affordable housing trust proposal
Laurie Burzlaff brief the Committee about the idea of a partnership between the CPC and the Affordable
Housing Trust to put affordable housing units at the old museum of printing. The units would be
specifically for residents 60 and over and would be offered at 120% of area median income. Historical
Society will retain ownership of building to generate income.
William Callahan asked if there are procedures of the Committee for election of officers. Chairman
Simons stated there is no procedure but they can change that if they want.
Terry Holland asked if there was something that can be done for high school memorial. Mr. Holland
asked for a meeting with DPW director, Dave Rand, School Department and CPC to find out how to fund
repairs.
Approval of minutes
Mr. Gangi asked for June 8'minutes be amended to change "Historical Commission" to "Historical
Society". Mr. Holland made a motion to approve minutes as amended.Ms. Watson seconded.Vote
approved 8-0.
Marybeth Soucy-Larkin made a motion to adjourn at 9:18AM. Tracy Watson seconded.Vote approved 8-
0.

1. Recap of Town Meeting there is discussion amongst the committee regarding the Town meeting.
2. Regional housing plan letter by Jean Enright - John speaks about the objective of the project.
Marybeth Soucy Larkin has volunteered.
3. Grant Agreement templates are being discussed and Deb Feltovic feels that is it a good idea to
have measurables, Marybeth Soucy Larkin also believes that a process would be very valuable to
the committee and the residents , Written process is paramount to this. Alberto states that
milestones and framework would be a positive thing. Deb states that she feels project
accountability, and clarity, schedules major milestones, Albert Fowler believes Project updates
would be very valuable. CJ Gangi states that securing our investments would/should also be key
to this process (i.e. restrictions).
Deb is going to take one of the current approved project and potentially design a grant agreement
based on that. Marybeth states that she believes there should be a step by step guide as to the
process. Also a reporting process and timelines should be included. Scope of work with line
items included. Project signs as a condition of the award (example: this project is funded by).
Maybe a project summary sheet as part of the final report (with pictures if applicable) (by the
applicant) Times limits, clarity of the final project. Maybe a keeper of the records for rights of
way. Website update and portfolio. Shoot for a September release of the new grant applications.
Ask Chris McClure to contact John Simmons in regard to revamping the website.
Terry Holland gives an update to the committee regarding the middle school fields. So far it has
been well received. The revised plan should be out in August sometime.

CJ Gangi asks about pursuing the restrictions with the Historic Commission.
Terry Holland states that the funds for the school fields are being turned over to the PTO with no
restricts. We should look into the potential to put some restrictions or qualifiers to the approval.

Minutes September 14, 2017
Attendance: John Simons, Deb Feltovic, Marybeth Soucy-Larkin, Denevan O'Connell, William
Callahan.
Absent: CJ Gangi, Tracy Watson, Terry Holland
John Simons opens the meeting by welcoming the two new members Denevan O'Connell,
William Callahan to the Committee and having each of the members give a brief overview of
what the Community Preservation's mission is and some of the past projects the Committee has
approved.
Joyce Bradshaw is here to review open meeting laws with the Committee.
The Committee requests that the Community Preservation Assistant ask Chris McClure, IT
Director for the Town of North Andover to attend the next meeting October 12, 2017.
Review/updates on open projects: The Committee reviews the open project spreadsheet provided
by the North Andover Town Accountant.
Review of draft grant form: Deb Feltovic updates the Committee on the drafted granted
agreement and asks for comments or changes that the Committee members might have.
Schedule/calendar for upcoming year: The Committee would like to hold the January or
February Meeting at the Stevens Estate. They would also like to have the Annual public meeting
held in the Board of Selectman's Room this year.
Other topics: the Committee would like to have prior Project Applicant's come to some of the
meetings.

This Grant Award is subject to the following terms and conditions:
1. Award. Sub'Ject to the terms of this Agreement, the Town of North Andover agrees to
award the Recipient the amount of[spell out in words and numbers] for the above
referenced Prosect.
2. Project A I,ication: The Project Application submitted to the North Andover CPC, as
may be amended by conditions of the CPC upon award, is incorporated into this Grant
Agreement by reference.
3. Term: The term of this Grant Award is Years from the date of'the Town's
execution of this Grant Agreement(the "Commencement Date.") All of the work
described in this Grant Agreement must be completed no later than years after the
Connnencement Dates (the"Completion Date"), unless the North Andover CPC grants an
extension for good cause shown. Funds not utilized on the Project must be returned to
the Community Preservation bund Reserve and will made available for future
appropriation to other recipients.
4. B'ac&et: Other Sources of Funding. Prior to the cornmencement of the Work, the
Recipient must submit a complete project budget that accounts for(1) the expenditure of
all funds awarded under this Grant Agreement; and (2) all other sources of funding, if
necessary,to complete the prosect as described herein. Recipient shall not expend any
grant funds unless sufficient sources of funding have been secured to complete the Work
and the Prosect Budget has been approved by the North Andover CPC. If the North
Andover CPC determines that funds have been spent on goods or services not included in
the Project Budget or otherwise not authorized under the CPA, the Recipient shall be
responsible for repayment of such hinds to the CPA Fund.
5. Rgports: Every three/six months until the Completion Date,the Recipient shall provide
the North Andover CPC with a written update on the progress toward completion of the
Work. A Final Report, including digital photo documentation of the Project where
appropriate, is due within 30 days after the Completion Date. The Final Report shall be to

the satisfaction of the North Andover CPC., which approval shall not be unreasonably
withheld. All documents, including but not limited to photographs, videos, etc. submitted
to the North.Andover CPC shall become the property of the Town of North Andover and
shall be available for use by the Town and available to the public under the
Massachusetts Public Records.Law.
6. Deed Restrictions: Every project that involves the acquisition of any interest in real
property with CPA funds shall be bound by a permanent deed restriction that meets the
requirements of M.G.L. c. 184, limiting the use of the interest to the purpose for which it
was acquired, fM.G.L. c. 44B, §12). Where applicable, Recipient agrees to the imposition

8. Compliance with Laws and Agreement: Recipient understands and agrees that projects
funded through this Award are made pursuant to and must comply with the requirements
of the Community Preservation Act, M.G.L. c. 44B. Recipient also agrees to comply with.
all requirements of this Grant Agreement.
9. .Permits and Licenses: It is the obligation of Recipient to obtain all permits and licenses
necessary for implementation of the Project. No local permit or license is waived by the
award of this Grant.
10.No LiabiLL of Tvrvn: By making this award,the Town does not accept any liability
whatsoever for any acts, omissions or errors associated with the Project. Recipient agrees
to indemnify and defend the Town from all claims, suits or demands resulting from
implementation of the Project.
11. CommunityPreservation Act Awareness:Upon completion of the Project, Recipient
agrees to post, in an appropriate location mutually acceptable to the parties, a permanent
sign stating that the Project was funded through the Town of North Andover's
Community Preservation Act program. Recipient shall also identify that the Project was
funded through the Town of North Andover Community Preservation Act in its written
materials about the Project, including press releases, brochures, etc.
12.No Assit-nment: This Grant Agreement may not be assigned by Recipient without prior
written agreement by the Town of North Andover.
13. Entire Agreement: This Agreement constitutes the entire agreement between the parties
hereto, and may be amended only in writing executed by both the Town of North
Andover and the Recipient. Signatory below acknowledges and avers that he/she has the
authority to execute this Agreement on behalf of Recipient.

1. No grant funds will be advanced. Disbursement of all grant funds will be either made
by the Town directly to a vendor or as reimbursement to a Grant Recipient for
services already performed and/or for goods already purchased.
2. If payments are to be made for contracted services, a copy of the signed contract
between the Recipient and contractor ontractor must be file with the CI CIA

3. A Request for Disbursement Form must be completed in order for funds to be
released. All Request for Disbursement Forms must have copies of the Grant
Agreement and invoices attached. f'
4. Once Town Meeting approves the project, the Finance Director will assign a project
number which must be referenced on all Requests for Disbursement Forms. A list of
project numbers will be forwarded to the CPC Chair within thirty days after Town
Meeting.
5. Copies of invoices must be signed by the recipient and the chair of the CPC/AHT
indicating work was completed and the invoice is approved for payment. Invoices
incurred before the date of the Town Meeting at which the appropriation for the grant
to the Recipient was approved, are not eligible for reimbursement or payment.
Reimbursement for sales tax or for tips and gratuities are not allowed under
Massachusetts Law and all invoices must be adjusted appropriately to reflect this
requirement.
6. If disbursement is a reimbursement for an invoice that has already been paid by the
recipient, cancelled checks must be attached to the individual invoice(s) for which the
checks were written. If reimbursement is for contracted services, a detail of billable
hours must be provided..
7. All vendors must have a W-9 on file in order for payments to be processed.
8. All payments funded through Community Preservation Fund or Affordable Housing
Trust Fund shall be made in accordance with the Town of North Andover warrant
system and the applicable financial practices and policies of the Town.

CPA Grant Application
North Andover Historical Markers:
Project Description
If funded, this project will GPS locate all local historical markers and
import them into the Town's GIS. The project will include public outreach to
identify all markers in town. Once inventoried, a team will field determine
latitude & longitude using GPS equipment, Photos and notes on existing
conditions will be taken. An outside consultant will recommend any
preservation measures to be taken. Once compiled, information will be
inputted into the Town GIS and their locations will be visually displayed on
a map. Other attribute data (description, photo, address, etc.) associated
with the marker will also be linked within the GIS and will be retrievable with
a click of the mouse.
The DPW will provide $7,000.00 worth of in-kind work by locating the
markers and providing the GIS data input. We are requesting a matching
$15,000.00 to pay for the outside consultant and some restorative actions.
Once created, this will provide a multi functional file that records for
posterity all of the Town's priceless historical markers and locations as well
as documenting their condition and suggested maintenance tasks.
This project will provide an inventory, location, description, and
condition of the myriad unique markers located throughout the Town.
Through the town GIS initiative, the locations, history and other information
about the markers can be made available on maps or the web.
Town Character
North Andover's character is deeply rooted in its connection with the
past. There are many physical monuments to the Town's history scattered
all across town. Currently there is no one depository of locations,
descriptions, and details. This will create that reservoir and make the
information available to residents or other interested parties. It will also
toward the preservation of these priceless antiquities.
