HomeMy WebLinkAbout2017-11-15 Conservation Commission Minutes North Andover Conservation Commission Meeting Minutes November 15, 2017 Members Present: Louis A. Napoli, Chairman, Joseph W. Lynch, Jr., Deborah A. Feltovic, Sean F. McDonough, and Douglas W. Saal. Members Absent: Albert P. Manzi, Jr. Vice Chairman, John T. Mabon, Jennifer A. Hughes, Conservation Administrator Staff Member Present: Kale Kalloch-Getman, Conservation Agent Meeting came to Order at: 7:02pm Quorum Present. Pledge of Allegiance Approval of Minutes of 10/25/17 A motion to accept the meeting minutes of 10/25/17 as drafted and reviewed is made by Ms. Feltovic and seconded by Mr. Lynch. Vote: unanimous Public Hearings: 7:06pm Trails and Open Space Stevens Estate Trails Eagle Scouts Luke Manan Babb is at the podium giving a brief overview of the project to build a bridge over the trail, to help with prevent soil erosion, foot travel and bike travel. The construction is to be done in April or May, in order to pay for the supplies needed fundraising will be done. Ms. Kalloch-Getman states that the current trail has degraded due to erosion over time, due to these conditions hikers are walking around the trail and causing an impact on the environment. The Friends of North Andover Trails have reviewed the proposal and are in support of the project. The Board of Selectman have not approved this project as of yet. Ms. Feltovic asks who will be doing the work for this project. Mr. Babb states that friends, family and his troop members. Mrs. Feltovic asks what type of equipment will be used and how the supplies will be transported to and construction will be done on the site. Mr. Lynch asks about the timing of the how long will this project take to complete. Mr. Babb states approximately one or two days, and hand tools and wheel barrels will be used. Recommendation to issue a friendly enforcement order and all cutting to be done outside the buffer zone and removal of all debris. Motion to issue an enforcement order made by Mr. Lynch seconded by Ms. Feltovic vote unanimous Recommendation to issue a friendly enforcement order and all cutting to be done outside the buffer zone and removal of all debris Documents Eagle Scouts Service Project Proposal Small Project NACC #203, 53 Bear Hill Road Kalloch-Getman gives a brief description of the project, which is to demolish and existing sunroom on the home. Mrs. Kalloch-Getman asks what kind of machinery will be used to do the work. Gina Angiolillo owner of the property is at the podium to give a brief description of the project. Which is to demolish an existing sunroom on their home. A jackhammer and a dumpster will be utilized on site. Mr. Lynch asks what will be put in its place. Ms. Angiolillo states no structure just grass. Mr. McDonough motions to grant the small project request as a small project L with recommendation for dumpster in the driveway and post construction observation, seconded by Ms. Feltovic. vote Unanimous Documents Application Checklist Small Project Letter, prepared by Construction Enterprise Inc. dated 11/01/2017. Public Hearings: 7:06PM Request for Determination of Applicability 62 Farnum Street (Hickey) (Hayes Civil Engineers & Land Surveyors) Kalloch-Getman gives a brief overview of the project for a septic repair, only 10 feet of the 100 foot buffer zone will be impacted by this project. Gordon Rogerson with Hayes Engineering, the current system is failed and have done soil testing and determined to have the new system outside the 50 and into the 100 foot buffer. the existing tank will be reutilized for the new plan Mr. Napoli asks about the location for any stockpiling and also where the access for the project will be Mr. Rogerson states they will be utilizing the driveway for access and that there will be little to no stockpiling. Mr. Williams, Williams and Sparages, the stairways in question if there are additional footing needed then additional erosion controls would be needed. Mr. Lynch asks how far from the wetland Mr. Williams states about 20 feet Mr. Lynch asks if that is closer or the same distance Mr. Williams states that it is farther away but still within the 50 foot the entire building is that way. Mr. McDonough asks how the building will be used. Mr. Williams potentially it will be used as an office building. There is Discussion as to the markings of the site Mr. Napoli asks if there will be any repairs to the pavement for the property. Ms. Feltovic notes that there are propane tanks in the back of the building. Mr. Williams states that the propane tanks will be staying. Ms. Feltovic would like to see wetland markers and no snow piling signs be located on the site. The proposal is to enlarge the pool patio by 520 square feet and the addition of pavers leading to the new shed. Jen and Russell Bilodeau are at the podium to speak regarding the proposed project and property the patio has been revised to now be outside the 25 foot buffer zone, some wetland planting is suggested along the black chain link fence. Mr. McDonough asks about the placement of the shed Mrs.Bilodeauspeaks to the yard and fence and the placement of the new fence within the 25 foot zone, Silt socks will be placed along the wetlands and stockpiling will be done outside the 100 foot zone. Mr. Lynch speaks to the leaving of the concrete and putting the pavers over the concrete. Mr. Feltovic asks about the Wetland markers for this property. There is discussion regarding the location of the fence and where the wetlands. Mr. Osgood speaks to the project design and the reasons for the placement of the new structures due to the 75 foot no built due to the vernal pools. The Administrator would like to see some of the larger trees saved. Mr. Osgood would proposed to plant some trees. Motion to continue to the November 29, 2017 meeting date is made by Mr. Lynch seconded by Ms. Feltovic. Mr. Williams the proposal is to raze the existing house and build a new house. The Commission is discussing the need for a well and for DPW and Board of Health approvals. Mr. William is questioning the location ephemeral pool and the buffer zones of the said Wetland/ vernal pool buffer zone. Mr. Napoli asks about the well on the property Mr. Williams states that the well is currently on the property and will be reused for the new structure. Jonathan Wood owner of the property is at the podium to give a description of the proposed project and the erosion control that is being proposed. Mr. Lynch is asking for clarification of the Wetlands on the property Mrs. Kalloch-Getman would like to see the erosion controls moved closer to the proposed project site. Mr. Lynch asks how the materials are being brought into the site Mr. Wood states that the concrete would be pumped in and that the material will be hand delivered to the site. There is discussion about the waiver of the plans and the need for the waiver. Motion to continue to the November 29, 2017 meeting is made by Mr Lynch, seconded by Ms. Feltovic.
