The Petitioner is requesting a special permit from Sections 4.122&4.122.14 of the Zoning Bylaw(Conversion from two-family to a three-farnily in the R-4 Zoning District)as required from the Zoning Board of Appeals. Legal notices were sent to all the certified abutters provided by the Town of North Andover,Assessors Office,and were published in the Eagle-Tribune,a newspaper of general circulation in the Town of North Andover,on July 25, 2O17and August O1,2p17 The following regular voting members were present Ellen P. McIntyre,Allan Cuscia, D. Paul Koch,Jr.,and associate members, Nathan VVo}nreichand Alexandria Jacobs. SPECIAL PERMIT: Upon a motion by Ellen McIntyre and 2nd by Allan Cuscia,the Board voted to Grant the Special Permit from Sections 4.1ZZ&4.1IZ.14ofthe Zoning Bylaw for Conversion ofotwo-family toothree-family inthe R-4Zoning District. The following members voted in favor of the Special Permit: Ellen McIntyre,D. Paul Koch,Jr.,Alexandria Jacobs, and NuthunVVe|nreioh. Not inFavor:Allan Cuodo Vote 4-1|nfavor Special Permit Granted. The Board finds that the applicant has satisfied the provisions of Sections 4.122&4.122.14ofthe Zoning Bylaw for Conversion of a two-family to a three-family in the R-4 Zoning District at 300-302 Pleasant Street, North Andover, MA.O184S (Map 0gG.(\ Parcels OO43), North Andover, KnA01845inthe R4Zoning District. The Board finds the owing to circumstances relating to soil conditions,shape,or topography of the land or structures and especially affecting such land or structures but not affecting generally the zoning district in general, mUtero|enforcement pfthe provisions nfthe Bylaw will involve substantial hardship,financial orotherwise,tuthe petitioner orapplicant. The Board finds that desirable relief may be granted without substantial detriment to the public good and without nullifying nrsubstantially derogating from the intent pfthe purpose ofthis Bylaw.
