Hammond opened meeting 7:01 pm,seconded by John Watters. • Minutes 10/5/17 correction to be made,S. Hammond was not in attendance. T. Zahoruiko motioned to approve minutes as amended,seconded by J.Watters. The vote was unanimous,8-0 in favor. Agenda 1. Public Engagement strategy: Forum Planning November 2nd Laura walked committee through agenda for November 2nd Public Forum.Welcome activities, presentation (30 min),followed by open house (60 min), and closing statements/Q&A(30 min). J.Watters suggested that the maps provided in the existing conditions document be included in the presentation material. S. Hammond suggested delineating positive and negative comment shared by the public in a real time fashion (colored stickies; or categories for data collection—what's great,what's missing,what's not so great; other) Committee members signed up for table representation at the Forum: 1. Economic development: Gary; 2. Open Space: Christina; 3. Housing:Tom Z. 4. Public Services/Utilities: Diane; 5. Land Use/Zoning: Scott/David; 6. Natural/Cultural: Erin; 7. Transportation:John, 8. Historic: Erin, 9. Priorities: Norma; RKG requested final comments/reactions by Tuesday to the Forum boards. RKG to provide flyers at end of Forum advertising 11/8 and 11/16 Open House sessions at Stevens Estate, re additional opportunities for attendees to provide additional input. North Andover Cam to attend 11/2 and film opening session presentation, closing session for broadcasting at a later date. Pens with "Forum"will be available to attendees via E. Kfoury. Summary materials will be posted on website for public viewing, in advance of 11/2: Jean will post Existing Conditions report along Section Boards (target date is October 26). Food: Jean will arrange for desserts(cookies and fruit),water 2. Post Forum plans: 1. Website: Town website will have space for residents to provide additional input beginning 11/3. 2. Open House(s): o Host Open House(s) subsequent to 11/2 forum session: Nov. 8th & 16th, at Stevens Estate. 7:00—9:OOpm o Boards from November Forum to travel to Stevens Estate (Eric/Jean will collect and store at town hall) ■ Wed 11/8: Stevens Estate#1 topics= Economic Development, Land Use, Transportation, Housing(Erin not available) ■ Wed 11/16: Stevens Estate#2 (Gary not available); Historical/Cultural, Open Space, Public Services/Utilizes o Tools: 7 white easel style pad; sharpies; Easel stands(John); post it notes; o Setup: 4 meeting rooms will be available Input period end date is TBD. RKG will return with a recommendation. Committee recommended late November. 3. Communication Plan Getting the Word Out: committee members shared summaries of local meetings attended in the past two weeks and email communications: Youth Hockey, Booster Club,elementary schools (5) PTOs, Superintendent of schools will tweet—John will reach out to thank her and remind her of the tweet plan. Coming up this week: E.Stevens will visit North Andover High School,to spend 30 minutes with the Student Council and solicit their input/encourage they or their parents attend 11/2. Following week: E. Kfoury will secure the Police Department mobile electronic signs for placement in the center area of town (125 and Main street, near middle school; Fire Station/Youth Center intersection advertising the November 2nd Forum.) Lawn signs: John, Gary, Christina,Tom, have placed signs. List below includes assigned locations: o Old Town Center/Youth o Middle School on 125 o Route 114 o Library o Smolak Farms o Peters/114(Rocky's plaza) o Butcher Boy Plaza o Mass Ave o Route 125/Plaza across from Haffners o Starbucks o St. Michaels o High School Salem Street o Lowell 5 Bank o Osgood/Franklin Article: Norma and Erin to draft using initial article from October 4. Miscellaneous Items E. Kfoury and RKG attended October Board of Selectman meeting to provide update on the activities of the Master Plan Advisory Committee and upcoming Forum. The Board members felt work was progressing nicely and supported the plans in place as well as the bi-monthly meetings of the Advisory Committee. November 71h Planning Board will receive an update on the Master Plan Advisory Committee work, the RKG Existing Conditions report,Zoning Diagnostic report and update on Merrimack Valley Housing plan. RKG walked members through the Comment Matrix and discussed details/questions. E. Kfoury asked the committee members if the resident based Advisory Committee was effective. Other towns have reached out inquiring. Committee members concurred that the diversity of the group and the personal outreach are very effective. 5. Public Comment None. 6. Adjournment. J.
