Special Meeting
The PLANNTNG BOARD held a Special Meeting on Monday evening, April 30, ~979 at
?:30 P.M. in the Town Office Meeting Roem. The following members were present and
voting: William Chepulis, Chain~u; John Jo Nonteiro, Vice-Chairman; and JOYce A.
DiTore.
PUBLIC HEARinG: ZONING AME~[DMENT RE SIGN BY-LAW - insert '~emporary" in Sec. 6.5~ (e);
this is ~ clarification of present section in By-Law. Motion by Nr. Monteiro to take
the matter under ~dvisement. Nfs. DiTore seconded and vote was unanimous.
CONTINUED PUBLIC I/~RING: STONECLFAVE ESTATES II (Barco) - letter from Bd. of Health
was read; letter from F. Gelinas explaining outcome of points brought up by Bud Cyr
and Board at previous meeting was read. Mr. Monteiro requested that the three abut%ers,
Love, Donovan, & Adams, state agreement or discrepancies, if any. Rrm. Do, cyan wanted
her boundary to the pin %0 be measured rather than h~ving her pin found. I/r. Gel/nas
said ~ha% they have not ~ouched ~he pin. ~usan Si. Pierre, Planner, wen$ over bo~h
~elinas' and Cyr's letters and sa/d they seemed %o a~ree.
Atty. Morse, representing Dr. Love, had que~tions on item~ 8 & 10 of Gelina~'s letter;
questioned ~onding looa~ion. Dr. Love mentioned health factors of animals ~o which Nv.
Gelinas did not have an ~ternative. Nv. Monteiro asked that Dr. Love and Nv. Barb~o~llo
get together on th/s before N~y ?th. Nv. Gelina~ added that B~e Adams and Dr. Love
also have to discuss this. Also, Barco has agreed to relocate the right of w~v and can
meet with ~hem am a convenience to them even though it is already staked-out. Blake
Adams suggested relocating the road in order to avoid some wetlands. Gelinas said i~ is
in the proper place for road &lignment and no hardship. Nv. Chepulis asked Adams that
if the road remains ~he w~y it is ~resently ~hown will it have an adverse effect on his
property - Adams stated th~t it would due to ~he right of way and She we%lands.
A m~tion was made by Nr. Non, sire to continue the hearing until Nay 7%h, seconded By
DiTore and the vote wa~ unanimous. Nv. Gelinm~ res~ated the issues mt hand: 1 ) right
of way needs 2o Be determined and will be done at a meeting with the abutters; 2) change
in lot ~f20; and 3) Nfs. Donovan wants ~o see where the c~rve easemen~ is to be on
ground.

The subdivision control subcommittee walked the site.
~ire Dept., Tree, and Highway ~urveyor letters were rea~l and filed. Rt. 0yr added
to refer to his letter on ponds o~ S~onecleave II. Mrs. DJ?ore requested that 0~r and
Follansbce get together to ease off 2he curve mentioned in Cyr's letter. Mr. Gelin~s
noted th~$ they show the outfall of the pond going cue ~ay and ]~ddy recommends it to
go the other ~v.
Vinos Turano, Con. Com. stated that a heaming h~s already been held on the:pond and an
Order of Conditions is for~hcomingo
Upon mo~ion of Mr. Monteiro to grant tentative approval to the Ingalls Crossing ~en-
sion Preliminary Plan ~ith letters from the town agencies included; a committee for
the posiibility of use of the pond for reoreation~ purposes is otherwise pending,
seconded by Mrs. DiTore the vo$e was unanimous.

~o$ion by Mr. Monteiro to authorize Chairman 0hepulis to sign documents if Town Counsel's
ruling is favorable. Second by Mrs. DiTore and unanimous vote. Dr. ~hcpes has owned
Lot 41 since ~976. BPW and Highway to resul~nit amounts regarding b~nd on 21 lots.
Mr. ~elinas told the membership that the ways are built in accordance with the old plan,
but the lot areas are in accordance with the corrective plan.
CARLETON FAR~ EAST COVENANT - resut~nitted with plan revision da~e included; covenants
on East & West have to be recorded; East & West plans signed.

The BOARD granted permission to Joyoe Di~ore and John Mcateiro to represeat the Plan-
=ing ]~mrd at Selectmen's meeting regarding ~ aores on Salem ~t. &cquisition.
The meeting adjourned at 11 P.M.
