Board of Public Works - Water Supply Reservoirs Erosion control measures have been taken. H. Fink went out to site. J. Lafond will draft a letter confirming our concerns and to have them hire a botanist. 2. D. Zaloga - Deerfield Lane - granting us 2 week extension for public hearing 3. J. Cushing to DEQE - Rea Street., 'sending volume calculations to them 4. Selectmen to Republic, Development - DEM hearing,, J. Lafond will go 5. Forbes Realty Trust - Lot 7 Tucker Farms - needs the original copy of the Order of Conditions. Send a note to Town Counsel asking "his opinion. 6. Tracy Site Visit -Report - Old Center Street, lots 3.4. & 6 are isolated 7. Bills,- Motion by B.. Mansour to pay .$14. 68 for supplie's mileage and air filter, second J, Lafond, motion carries. H. Fink opposed,, 2. Great Pond Estates T. Neve went over conditions that the applicant was not pleased with.. He showed the Commission a plan and objected t6 conditions. He will go back to DEQE to move on the appeal, 3. Old Business 39 Saw Mill Road - partial compliance under file 242-16, '11. Fink will check it out for next meeting. Minutes of October 30, 1985 Old Business Cont. Blue Ridge Road - George Hail, Attorney attended the meeting. Hb submitted a letter from SEA , went over work done to date. The headwall on the Pascarella. property is being done with guidance of B. Cyr and John Madden. Sewer lift station - J. Madden is working with someone to set up a date for work. Two other headwalls on Blue Ridge Road are not completed yet. Motion by J. Lindon to lift the Enforcement Order tonight, require Mr. Madden to submit a schedule of completion of the sewer lift station, headwalls at bottom and top, check re-vegetation plan to see if any otherworkis required, all by next Wednesday, second J,. Lafond, motion carries. 4. Continuation o f Public'Hearing:.' Heritage Estates Robert Daly of Merrimack Engineering represented the applicant. Motion by J. Lafond to close the public hearing to take information under advisement to write Order of Conditions within 21 days, second A. Resca, motion carries. H. Fink abstained. 5. Blue Ridge Road - Pascarello: Property Motion by J. Lindon to have Tracy go out to the site, tell them to remove the construction debris;put down more mulch, wait fon that to be done then lift the Enforcement Order, second A. Resca, 4 for., '3 opposed, motion carries. 6. Enforcement Orders - W. Vicens will talk to the Police Department on issuing Enforcement Orders.. H. Fink is not in favor of having the Police Department delivering the majority of Enforcement Orders. 7. Seronian Property 28A Blue Ridge Road Motion by W. Vicens to empower T. Peter to lift the Enforcement Order after inspecting the lot, second B. Mansour. 2 for, 4 opposed, motion does not carry.. 8. Town Garage- sent letter to B. Cyr 9. North Liberty' Street Determination Motion by B. Mansour to issue a positive determination on lots 1 - 4 North Liberty Street, second J. Lafond, motion carries. - 2 - 4 Minutes of October 30, 1985 t0. Lots 53 & 66 Bear Hill They are not in compliance, sent applicant a letter. tl. Wintergreen Estates Another public hearing has to be scheduled, any information required should be available one week before the hearing. 12. New England Power - B. Mansour is meeting with them on Friday 13. Development Committee - School Site We are opposed to building a school at the Town Farm Land. W. Vicens will draft a letter. Motion by A. Resca to send the school committee a letter asking them what the schedule is for building, stating that the NA.CC is against the Town Farm site., and volunteer T. .Peter to review alternativ-4 sites, second J. Lafond, motion carries. 14. Mice Hours - T-he Commission wants posted hours of site. visits and office hours Hours posted with Tracy's site visits made by appointment. 15. Lot 9 North Andover Business Park T. Neve went over his plan with the Commission. Tom will come back with a�cl arer,plun showing if there. is more impervious area and if filling was allowed, 16. Lot A North Andover Business Park T. Neve will go out to the site with Tracy.. 17. Order of Conditions r Lots 28/30 The 'Pines 242-294 Motion by W. Vicens to accept the draft Order of Conditions W.ith;a $3; 000.{$1500.per lot) bond, second J. Lafond, 'Motion carries. 18. Order of Conditions: Lots'1-5116 Sialeni'Street 242-299 Motion by D, Stulgis to accept draft Order of Conditions with a $3, 000._ bond, $l, 000, per lot., "second B. Mansour, motion carries_ 19. Order of Conditions Lots 2AJ23A Laconia Cirele Motion by D, Stulgis to accept draft Order of Conditions wi,th.a 000, bond, $2, 000,. per lot and issue., second B Mansour, motion carries, 3 Minutes of October 30, 1985 20. Order of Conditions: Lots 5, 6, & 7 North Liberty 242--308 Motion by B. Mansour to issue a denial of the Order of Conditions because of conflicting and tacking information, second, motion carries. 21. Order of Conditions.- Lot's 9A/1,0A. Old Farm Road Mike Kasabuski gave us a one week extension to issue Order of Conditions. 22. Lally Associates-- TOWn ResePvior update on what is being done 23. Charter Commission W. Vicens gave a report on the meeting, motion to adjourn at 11:.40 p.m.,
