Minutes of the North Andover Conservation Commission of November 13, 1985

1. Bills - Motion by J. Lafond to.pay $7. 55 to T. Peter for mileage, second
B,.,' Mansour, motion carries.
2. N.A. Fire Dept. - Sharpner's Pond Rd.
T. Peter will write a letter to DEQE requesting testing of Watson's Pit.
Send Enforcement Order to Eastern Technologies,
Send a letter to land owners of Watson's Pit to make them aware of the violation.

2. Old Business
Tucker Farms - Enforcement Order
Motion by J. Lindon to ratify the Enforcement Order, second B.. Mansour,
motion carries.
Motion by J. Lindon to issue an Enforcement Order on lots 4 & 5 Tucker Farms
until the flow diversion easement is adhered to and a wetland replacement plan
has been accepted, second H. Fink, -motion carries.
Motion by J. Lindon to -have himself Write a letter to Lot 6 owner to let 'him know
that the Enforcement Order has been referred to Town Counsel, second H. Fink,
motion carries.
Lot 7A & 8A Penni Lane
Motion by J. Lindon to have T. Peter inspect condition D of Tom Neve's letter
of Nov. 6, 1985. After she makes approved inspection and she approves a
schedule for the completion of these conditions in the letter, then the Enforcement
Order will be lifted by T. Peter, second B. Mansour, motion carries.. H. Fink
opposed.

3. Site Visit Report/Enforcement Orders
The Bridges - The members voted to ratify, the Enforcement Order issued on
11112185 and to place the subdivision on the agenda of Nov. 20, '1985.
Lots 5/6 Berkely
Motion by J. Lafond to issue a positive determination on both Tots, second
J. Lindon, motion carries.
French Farm - Place this on the Nov. 20 agenda and inform all parties involved
to attend the meeting.
Meadows/Rt, 114
T. Peter will contact DEQE about the dump site. Place this on Nov. 20 agenda.
Equestrian Estates -Lot 25A
Motion by B. Mansour to deem the changes on the new plan significant and a
public hearing is required, second J., Lindon, motion carries.
Equestrian Estates - Lot 22A
Motion by H. Fink to issue a negative determination, second J., Lindon, -''Motion
carries.
Lot 39 Sawmill ,Road
Motion by H. Fink to issue a partial compliance on the main file,242-16, second
J. Lindon, motion carries.
Villa e Woods
Motion by J. Lindon to issue an Enforcement Order to stop all work on the site
until all the Order of Conditionshave been complied with- Mention on the Enforce-
ment order that the applicant app'1y,far a special permit or. variance if the site
requires one, second, motion carries.
Lot 2 Campb0l Road
Motion by J. Lafond to ratify, the Enforcement Order for unauthorized excavation
on lot 2 Campbell Rd. , -second B. Mansour, motion carries.
The Pines
Enforcement Order ratified for lac* of erosion control. T, Peter will send
additional letter asking B,. Osgood to come to our next meeting for a schedule,
of erosion control and the remainder of work on the subdivision .

Town Farm
Memo from T. Peter dated Nov. 8, 1985 was read. Runoff from reservoirs onto
Blue Ridge Road has been addressed. The botanist fromLally Assoc. has
visited the encroached wetland area and a recommendation will be made by him.
Blue Ridge Road Lot 21 C
J. Lindon and T. Peter made a site visit on Nov. 8 (see memo of Nov. 8).
Enforcement Orders have been lifted on "lots 21C and 28. Lot 28 Enforcement
Order is temporarily lifted on a conditional basis.
ABC Bus Company
Motion by H. Fink to issue an Enforcement Order for the purpose of stop all, work
except work necessary to bring Order into compliance and to .attend our next
.scheduled meeting, second A. ,Resta, motion carries.
Teoma Estates
T. Peter to observe any violation to the Order of Conditions, at which time she
is to issue an Enforcement Order and have it ratified on Nov. 20 meeting.
