Vicens J. Lafond B. Mansour J. Lindon A. Resca Conservation Ass1t: T. Peter 1. Minutes of October 9, 1985 - Motion by B. Mansour to accept minutes as amended, second J. Lafond, motion carries.. Minutes of October 16, 7985 - Motion by B. Mansour to accept minutes as amended, second J. Lafond, motion carries. Minutes of October 23, 1985 - Motion by J.. Lafond to accept minutes as amended, second B. Mansour, motion carries. Minutes of October 30, 1985 - Motion by J.. Lindon to accept minutes as amended, second B. Mansour, motion carries. Minutes of November 13, 1985 - Motion by J. Lafond to accept minutes as amended, second B. Mansour, motion carries. W. Vicens abstained. Minutes of November 20, 7985 - Motion by B. Mansour to accept minutes as amended, second J. Lindon, motion carries. 2. Eastern Technology - Mr. Skip Waite We issued an Enforcement Order. He submitted a letter stating what was in the tank and what came out of the tank when it was dumped. Send Mr. Waite copies of the Police and Fire Dept. reports, also send to DEQE, 3. Village Woods Mr. Forester and Attorney Barbagallo attended the meeting. We had issued an Enforcement Order. J. Lafond went over all 'conditionsthat were in violation. Any work on Lot I is to stop until a plan change or a new Notice of Intent is submitted, A watershed special permit has not been applied for yet. otion by J. Lindon to empower Tracy to review the site,, -allow work in the road- way only if erosion control measures are in place, no pumping of water out of the trenches is allowed, second J. Lafond, motion carries. l Motion by J. Lindon to issue a second Enforcement Order to stop all work until erosion control measures are in place, second., motion carries. Put on site visit list for Saturday, f l Minutes of December 4, 2955 4. Re-Open Public Hearing: Lot 25A Equestrian 242-296 Ronald McNulty attended the meeting. We want a colored plan showing the driveway on the right side. Motion by J. Lindon to accept revised plan when it is submitted, change Order of Conditions to reference revised plan,also change condition 73b to read 5 feet instead of 25 feet, second B. Mansour. Motion by B. Mansour to amend motion to say submit a fully revised plan, second by J. Lindon, motion carries both motions. When plan comes in from T. Neve issue revision in a letter. 5. Public Hearing: Coventry Estates Scott Moorehead.gave presentation. Mr, Cristaldi attended the meeting, Motion by J. Lafond to continue the public hearing until January 8, 1986; additional information we requested must be submitted by'December^ 30, 1985. second-, J. Lindon, motion carries. The applicant will send us a letter giving us an extension for the hearing.. W. Vicens will send a letter stating what additional information we requested.. 6. Bayfield Extension 242-225 - Lots L, Q, R, S Flagship 'Drive Motion by J. Lindon to empower the site visit team to issue an extension for file 242-215, second B, Mansour, motion by J. Lafond to amend motion to empower site visit to issue extension assuming 4 afirmativeā€¢votes attend, second B. Mansour, motion carries both motions,. 7. Mr. Siroonian - Lot 28 Blue Ridge Road Enforcement Order Mr. Siroonian submitted a letter stating what has been done and what he plans to do. Motion by J. Lindon to lift .the Enforcement Order on Lot 28 Blue Ridge Road, second J,: Lafond, motion carries. 8. Chestnut Green - Steven Stapinski Revised plans were submitted, Motion by J. Lafond to assign a member to review the fi'le_and plan, put on next agenda for vote, second A. Resca, motion carries. J. Lafond will review it. 9. TeoMai. Estates - Steve Stapinski He will meet with Tracy to go over the replacement plan. Motion by J. Lafond to lift the Enforcement Order for work only to remove the stumps and bring road to sub grade, keen Enforcement Order active until replacement plan is submitted and accepted, second J. Lindon, motion carries. b Alinutes of December 4, 1985 10. ABC Bus Company Charlie Carrol attended the meeting. He submitted a schedule of work, everything will be completed by next week. We want a weekly letter on the status of the project. Motion by J. Lafond to lift the Enforcement Order on ABC Bus Company site as long as work in progressing in a positive manner, second B. Mansour, motion carries. 11. Correspondence: 1. T. Counsel answering J. Lindon's guidelines on Enforcement Orders 2. Compliance - Lot 7 Johnnycake - Motion by W. Vicens to issue compliance under the Town Bylaw only, second B, Mansour, motion carries. 3> Public Works - Status 'letter on the Town Farm 4. Kaminski & ,Assoc. - Lot I Essex St. drainage calculations and revised plan.. W. Vicens will review it. 5. Christiansen Engineering - calculations for SalemlForest Street, comparison to pre and post development. J. Lafond will review. 6. Jayco Const. - Lots 29 & 30 Vest Way, response to the Enforcement Order 7. Designer Homes - Lots 53 & l Bear.Hill r Compliance 8. J. Madden - Lot 27B Blue Ridge Road Compliance - Motion by J. Affairs - Rt. '114 Jefferson Office Park 15. Lally Assoc, Town Farm - will be submitting a re-vegetation plan 16. T. Laudani - Order of Conditions Lot 7 Tucker Farm Needs back page signed and a new front page with present owner.. Motion to issue Order of Conditions after advise of Town Cou,risel, Tracy and Henry, second, motion carries. 17. Kaminski & Assoc. - Lots,D & F Appleton Street Compliance Request put on site visit 18. Kaminski & Assoc. to Continental Cablevision stating what should be done 19. Selectmen -14.azardous" Waste problem is referred to the Development Comm. 20. Att. Scalise - needs extension for lot 24 Candlestick., 'the original form is too light for the registry to record 21. Personnel Board - support to increase secretarial hours to 247week 22, Notice of Intent - Ted Meadows, Notice of Intent was incomplete. W. Vicens will write him a letter and copy Town Counsel and Board of Vealth 23..Bills - Motion by B. Mansour to pay $44. 00 for stamps and $21.,5,to.T.. ,peter for mileage, second J. Lafond, motion carries. 24. Planning Board Pian - Oakwood - T. Peter will check for wetlands 25. J. Burke letter to Planning Board - 'listing concerns about Abbott Village 26. Lot 36 Appleton Street Plan Change put on next agenda Minutes of December 4, 1985 12. Enforcement Orders 1. Campion Hall - T. Peter talked to Mr. Dingle form the Attorney General's Office, he suggested that no correspondence be _ ta-ken. Motion by J. Lafond to lift the Enforcement Order, - request Mr. Hefini to remove debris from pit and fill in with clean fill, second, motion carries. Send a letter to DEQE asking for the results of the barrel test, 2. Lot 6A Great Pond Road - Motion by J. Lafond to lift the Enforcement Order second B. Mansour, motion carries.. 3. Lot 33 Bear Hifi - put on site visit 4. The Pines we are waiting for erosion .control plan and schedule,- put on, site. visit 5. Tucker Farms - next agenda 6. Mr. Picarello - send letter to Town Counsel 7. Lot A Marbleridge - Determination Hearing at next meeting 8, Lot 33 Vest Way - Motion by J. Lafond to ratify the Enforcement Order issued for lot 33 Vest Way and authorize T. Peter to send to the proper owner, '"second J. Lindon, motion carries. 13. Advisory Board W. Vicens will talk to the Personnel Board and Advisoroy B-pard about additional funds for secretarial hours. 14. French Farm Village T. Peter will send a Tetter to M. Kasabuski, B. Osgood and J.. ;Philbin telling them we want an answer to our last letter by the next meeting. 15. Lot E Berry Street - no submittal yet 16 Lot 7A & 8A Penni Lane - Enforcement Order lifted at last meeting 17. Budget - W. Vicens and T. Peter will work on it, put on next agenda 18. Bills - Motion by J. Lindon to give T. Peter authorization to sign: for any bills except for her expenses and give a report once a month to the members, ' second B. Mansour, motion carries. Minutes of December 4, 1985 19. 2986/87 Budget- due December 14th - put on next agenda 20. Order of Conditions: Lots 11 - 16 Barker Street Motion by J. Lafond to accept draft denial without prejudice as written, second B. Mansour, motion carries. 21. School Location Mr. Gobel and Mr. Bernard talked to Tracy about sites in town, we will be in touch with them on our ideas,. particularly Coventry properties. motion to adjourn at 12:15 a.m.
