Fink to review for next meeting. 3. Revised determination Lot I The Pines - W,, -Vicens to review for next meeting. 4. . Compliance Request for Aleci Property, 914 Turnpike St. 242-190. To be discussed at next meeting. 3) _Town Farm l-ITitle Search- - T. Peter to write to Town Counsel confirming our request for a title search for restrictive uses, 4) North Andover Business Park - To be discussed at the February 5th. meeting, 5) Lot 38 Carlton Lane site plan review. H. Fink to check site and report at next meeting. 6) The Pines - the request for a revised determination was denied, A new request for determination is required by the NACC., 7) Barker Street A meeting with Public Works, B. Mansour, J. Lindon, 'T. Peter and Thomas Neve is scheduled for 1123186, to discuss layout of sewer lines within the watershed district. 8) 'Lot_jq_Johnson Circle - Compliance Request, 242-205 H, Fink motions to issue a compliance. B. Mansour second, motion carries, 9) Steering Committee Members - Richard Foulds and Joel Szabat discussed with the NACC members the Land Bank Concept. J. Lindon motion to co-sponsor the "Land Bank Concept" for the 1986 Annual Town Meeting as written on page 7 of the "Land Bank Concept For The Town of North Andover, written by Richard A . Foulds on January 21, 1986, JM Lafond second, motion carries. 10) Lot E BerryStreet Lafond motion to inform the applicant that a new Notice of Intent is required if any changes are to be made to file #242-218 - J. Lindon second, motion carries,, T. Peter and W.'" Vicens noted the slope on lot 26 is partially eroding. T. Peter, will contact John Madden to inform him of this situation. T. Peter should also contact owner of Lot 28 Blue Ridge Road for erosion and runoff problems. 12) Lot I Great Pond Road J. afond motion to issue a Certificate of Compliance. B. Mansour second, motion carries. 13) Determination Requests, Lots 1, -.1A and 2 Forest Street H. Fink motions to empower a site visit team to make a decision. J. Lafond second motion carries. 14) Public,1,Hearin, Lots IA and IC Equestrian Estates, Mr. Thomas Neve represented the applicant. J,, Lafond motion to close the Public' Hearing and take the matter under advisement. A . Resca second - motion carries. 15) Public Hearing Mini-Storage, Osgood Street. D. Liston from LEA represented the applicant. An abbreviated Notice of Intent was filed. The members decided that the site will require a full Notice of Intent. D. Liston will, withdraw the abbreviated Notice of Intent by letter. J,. 'hafond motion to close the public, hearing. B. Mansour second, motion carries. 16) o Tucker Farms A bond was received by the NACC, 'and' approved by the Town Treasurer. W,,, Vieens motions to lift the Enforcement Order of January 10, 1986. J. Lafond second, motion carries. 17) French Farm Vil,Lqkq A. Resca will ,draft ,a letter for a vote on February 5, -'1986. The letter will address the action which will be taken on the bond. ' J. Lafbnd second, "motion carries., - 2 - 18) Public Hearing Campion Hall. (Drainage System) P Christiansen of Christiansen Engineering Company represented Forbes Realty Trust.. He made a presentation of peak runoff into Lake Cochichewick. His design is to control the peals flow toward Rea's Pond. Mr. Christiansen explained the construction procedures for installation of this new storm drainage system. H. Fink motion to continue the Public Hearing until .February 5th. B, Mansour second., J. Lindon, ,T.. La fond opposed', motion carries. 19) Jerac PZ, .M Wz /pale 2. ace Enforcement Order was issued due to a 400 foot trench being dug along a stream channel. The incident occured 12 years ago. J. Lafond motion to issue an Enforcement Order, to stop all work and attend the meeting of January 5, 1986, and until such time that a Notice of Intent has been filed, an Order of Conditions issued and recorded. J. Lindon second, motion carries. 20) Jerad Place, Phase 1 , . Lindon addressed questions he had about t-he purposes of constructing a detention pond. Thomas Neve answered questions for the applicant. An Order of Conditions will be voted on at next meeting. 21) Th,e,Meadows Site T. Peter will 'inform Town Counsel of our waiting or a Notice of Intent.. • Town Counsel should tack to Ted Meadows in order to get..him to comply,with the NA'CC's enforcement order issued on November T, 1985.. Let Town Counsel know that we expect a .Notice of Intent from M„ Meadows before March 1-st. 22) Gray,_Woods cdrrmetrsto.send a letter to planning Board, with wetlands 23) Secretarial Position ...:. ... . . .. . B. Mansour motion for subcommittee to review the secretarial position to be filled.. H. Fink second, motion carries. 24) Conservation Assistant's Position Change ... —r"motion if Personel Board- does not choose to back T,. Peter's Article,for Town Meeting then the NACC will bring the Article to Town Meeting themselves. J. Lindon second, motion carries. 25) Conservation Assistant Expense Bill J. Lafond motion to endorse T. Peter's membership payment to Association of Engineering Geologists for 1986, and to pay mileage reimbursement B. Mansour second, motion carries. 3 - 26) Notice o En orcement Order Violation J. Lindon passed out a new draft "Notice of Enforcement Order Violation" form for review by members. 27) New Filing Fees Bylaw The new fees were drafted, discussed, and amended. J. Lafond motion to adopt the new filing fees and to insert an article in the 1986 Annual Town Meeting Warrant. J. Lindon second, motion carries. Meeting adjourns at 12:41 A.M.
