The file #242-193 will have to be reviewed as well before Lot 8 can be approved to start wore. 0.K. to start after Bob checks file. 4) Lots y U„ & S„Flagship Drive, J. Lafond feels the changes are insignificant, however the erosion control needs to be upgraded. J. Lafond motion to accept the new plan submitted, a letter will be recorded at the Registry of Deeds. H. Fink second, motion carries. J. Lindon motion to extend the Order of Conditions for one (1) year and add a restriction that work cannot commence until after June 1, 1986, J, Lafond second, motion carries, Minutes of January 29, 1986 5) Great Pond Estatesr Thomas Neve represented Great Pond Estates. He proposes alternatives to the appeal, in order to possibly revise the Order of Conditions issued by the NACC. A superceding Order of Conditions has not been written by DEQE. DEQE will wait for the NACC to take these alternatives presented by. T. Neve under advisement. J. Lafond expressed concern for water quality. He would like to see a drainage system which would adequately control the quality of water runoff into the Take. A decision will be discussed at the next meeting. 6) Lot_ 43 Vest Way J. Lafond motion to issue a Partial Compliance under file #242-140, and file #242-95.B Mansour second, motioncarries. 7 Lot ---- -Carlton Lane Site review by H. Fink is acceptable. 8) Lot 16A and 17A Carlton Lane W. Vicens does not recommend a compliance; also problem with erosion control across from Lot 18. T.Neve representing applicant - will look into it. 9) Public Hearing Abbott Village - Phase 1 Thomas Neve represented the applicant. According to the NACC'S consultant BSC, Summary of Findings Phase I.: most of the wetland alterations proposed do not qualify as limited projects. Proposed culverts are undersized. Proposed roadway storm drainage and infiltration system will not function under certain conditions, and as a result will create a greater runoff condition on and off-site. The performance standards have not been met and the interests will not be protected. J, Lafond and J. Lindon discussed minimizing the wetland impacts by changing the roadway layout. W. Vicens discussed road drainage design and possible problems. The rate of peak runoff of Phase 1 will be greater after construction, and will drain south into Phase II. B. Mansour discussed concerns for flood elevations in close proximity to house foundations. Abutter showed concern for flooding occurrences due to the construction of wetland crossings. Phil Moran, an attorney for the abutters,expressed concern for the project being split into 2 phases in order to maximize the area of wetlands to be filled. He also expressed concern for 3 driveways crossing a wetland when one commorAdrive could be con- sidered. E. Nitzsche, a member of the Planning Board, mentioned that the roadway approved by the Planning Board was the only alternative presented to that Board. J. Burke, and another abutter., expressed concern for the road drainage design and maintenance after construction. Abbott Village - Phase 2 Thomas Neve represented the applicant. He expressed reasons why he feels the subdivision road system falls under a limited project. Minutes of January 29, 1986 E. Nitzsche, Planning Board, explained his board's reason for the Nutmeg Extension, is e. , Abbott Street is too narrow to accommodate all of the traffic from a 27 house subdivision. Abutte-r's express concern for street drainage problems. W. Vicens mentions that BSC will be submitting reports for Phase 1 and Phase 2 on February 4th. Phase 2 needs to show wetland boundary changes made by the botanists from .IEP and BSC, T Peter mentioned that the possible wetland which exists at the proposed Salem Street access needs to be defined by drainage calculations in order to be defined as isolated land subject to flooding. However, the plant species may not be 50% of the entire plant community, J. Lkndnnmotion to close the Public Hearing on Phase 1 and on Phase 2 and issue an Order of Conditions within 21 days. Ho Fink second, motion carries. A subcommittee of the Conservation Commission will attend the Planning Board Meeting Monday night, February 3rd:to discuss this project. 10) Cavent„ry..Estates Order of Conditions B. Peter to tali Dr. Bernall to be kept informed as to .the. possible school site. 12) Land Bank - Jim Lafond and Jack Lindon are the subcommittee of the Conservation Commission. 13) Lot 33 Vest Wayand 34 Vest Way. J. Lafond motion to re-issue Enforcement Orders on Lots 33 and 34 Vest Way - to appear at our meeting February 12th. J. Lindon second, motion carries. 14) Francis Estates T. Peter to tell ECS to read the Order of Conditions, and place erosion control properly,before a site visit is to be made, . 15) Q c and Hill. H. Fink to write letter to Planning Board - requiring a .Pequest for Determination be filed by the applicant. 16) Estate of Mary Charles J. Lafond motion to accept the denial Order of Conditions as amended B. Mansour second, -motion carries, Meeting adjourns at 12,10 A.M.
