Xh. 1,11 -to write letter to Bill Place concerning the erosion control . 2 Minutes of Meeting of May 21, 1986 French Farm Owner of Lot 44, Mr. Banal, of 107 French Farm complained of his backyard conditions, lack of vegetation and increased standing water in wetland. B. Osgood feels the wetlands hold an increase of water and the channel needs to be lowered. Site visit will be. made for possible trench digging. Let Ben Osgood know of our decision. H. Fink motion to issue Notice of Enforcement Order Violation. for Lots 8, 9 and 10 to back--up. original Enforcement Order. A. Resca second, motion carries. Let Mr. Philbin know that permanent stabil- ization will be needed for Lots 41-45, 25-30 before the Order can be lifted. J. Philbin did come later to the meeting. Lots 41-45, 25-30 will be seeded by next week. Philbin requested Board to let him know of NACC site visit. Lot 63 Evergreen Drive - Enforcement Order Wetland filling has occurred. H. Fink motion to ratify Enforcement Order. A. Resca second, motion carries. A site visit will be made to determine extent of damage. Owner of Lot 63 attended meeting. Lot 4 Salem Street H. Fink motion to lift Enforcement Order. J. Lindon second, motion carries. An extension of the Order of Conditions had been issued last week. r Francis and Florence Estates T. Peter will contact developers for discusssion at our June 4th meeting con= cerning encroachment onto Averka's property (wetland area) . Town Parkin Lot (behind town bldg. ,) Public Hearing and Order of Condtions Continuation of Public Hearing. Abuttor's Sousa, Dowd, of Saunders Street and ' Ben Osgood, expressed concern for possible wetland encroachment during the construction of the 2 to. 1 slope. Work will take place on the Osgood property, however, he does not hold himself responsible should any wetland violations take place. Selectmen Charles Salisbury and Kenneth Crouch attended Hearing. They stated that Mr. Borgesi the Town Surveyor, was unable to attend meeting due to the problems we were having with the Town's drinking water. The Board showed concern over the plans presented by Borgesi, as they had several pertinent questions to ask. The abuttor's granted easements to the Town for allowing the proposed work but would not be responsible for any violations which might appear. Re: Order of Conditions Condition #12 - Plants, #13 - Granite Curbing or equivalent, #14 - Catch Basins, #15 - Erosion control or revegetation map (2 to 1 slope) #16 - hay bales, #17 - Filter Fabric Fence, X118 - Mulching, seeding, stabilizing, hydrose.eding and #19 - Size of pipe, rick--rack at the bottom. , . . H. Fink motioned: to close public hearing and issue ORder of Conditions within 21 days. A. Resca second, B. Mansour opposed, motion carries. Orders of Conditions will be issued later on this evening. • 3 Minutes of May 21, 1986 Meeting Lots 1-4 Foster Street Eric Nitzsche of the Planning Board found discrepancies in drainage calcs from what exists in the field. This question must be answered before his Board can issue a Special Permit. 18 ' pipes are called for in Lots 3 and 4. Mr. Nitzsche feels proposed capacity is insufficient and will over top the down- stream common driveway. J. Lindon suggests applicant to provide existing field drainage measurements. T. Peter to write letter to the applicant requesting clarification of on-site drainage on Lots 1-4 Foster Street, with a copy far Ralph Joyce. Lot 3 French Farm Commission to write letter to Mr. David Barry stating that Lot 3 of French Farm is not considered part of the Order of Conditions . J. Lindon motion to write letter stating that Lot 3 Trench Farm is independent of File #242 -157. Lot 47A Salem Street. Norman Farr the owner asked to reactivate an old expired file (#242-19) . Board advised he request a Determination to see if the half-finished lot would Pall under the jurisdiction of the Act. Jerad Place - Phase I Thomas Neve, engineer, represented the applicant. Stated that in Order of Conditions #13 presented problems. Mr. Neve suggests that the additional wetland compensation is best not needed. A determination is to be made in the field. 11. Fink motion to check plan at site visit. B. Mansour second, motion carries. Lot 14 ® Bridal Path Board suggested that T. Peter inform Mr. Ercoline to have the bare areas seeded. Campion Hall B. Mansour met with Jay Philbi.n last week. An engineer will be hired in mid to end of June to monitor construction of trenches. Methods were discussed regarding minimizing road contamination into the watershed. Lot B r Charles Street J. Lindon motion to issue a positive determination on this Lot. H. Fink second, motion carries. T. T. Peter and Mike Graf, Health inspector verified this in the field. Filing Fees ® Write letters regarding fees collected after April 29, 1986 Town Meeting raised fees for Notice of Intent and also a fee for Request for Determination. Land Acquisition - Mary Sachu.ck has wetland property for sale. NACC to mace site visit.on June 2nd. Lot 6 - Tucker Farm Tucker Farm ® T. Peter to send letter requesting; them to stay out of wetlands due to lack of erosion. control. Lots 20, 21 and 22 Forest Street T. Peter to write to Public Works and Highway Dept, to see if the wetland filling was necessary. An Enforcerent Order sent to Jayco Realty stating for them to stay away from this area. H.
