Resca R. Mansour (8:30) L. Bruinooge T. Peter, Conservation Administrator C. Lowery M. Boudrot, Secretary J. Lindon W. Vicens (Vac.) C. Schoene North Andover Business Park James Bourgeois of Channel and Thomas Neve, engineer attended meeting. A letter was read to the Commission in regard to the status of construction. The Commission requested that all information be in for a review by August 1st so by August 6th's meeting the Commission can make a final decision on these items. Lot 8 will be re-submitted by July 23rd's meeting. Bear Hill - Bottom-Half Thomas Goodwin representing Designer Homes, Builder attended meeting. Commission discussed erosion problems and abutters complaints about detention ponds. Lot 6 and 7 - Issue an Enforcement Order per Jack Lindon 's site visit in regard to the drainage into wetlands and drainage swale. Lot 46 and 47 - Has only one row of filter .fabric where it requires 2 or 3 rows. This has been seen to. Lot 66 - Owner Robert Luciano - Jack Lindon motioned to issue a Certificate of Compliance on lot 66 Bear. Hill. A. Resca second, motion carries. Lot 7 - Jack Lindon motioned to ratify the Enforcement Order. R. Mansour second, motion carries. Lot 28-Cwner Mr.Siroonian - No work has been done on this Lot at all. T. Peter to go through Town Counsel on this Lot. Town Reservoir - Located near the Town Farm - 50% of the grass is coming, seeding p and mulching is to be taking place in the immediate future Bay Circuit Grant - The Town of North Andover was a recipient of $5,000.00 to update Open Space Plan. T. Peter to work on project. A scab-committee should be formed on this Project. Kieran Road - Lot 1 - Robert Mansour motioned to send an Enforcement Order to "Stop all work at site until he comes to meeting with erosion control plans." C. Lowery second, motion carried. Page -2- Minutes of Meeting of July 9, 1986 Theodore Meadows - Turnpike Street - Violation Mr. Meadows and his engineer, Les Gordon of Merrimay Engineering attended meeting. It was suggested to Mr. Meadows that if he plans to^any work in this area that" he file a Notice of Intent. It is very hard to figure out what might have been filled and where there have been wetlands on this site. Another site visit will be made by the NACC with a representative from Merrimac Engineering. Coventry Estates II Scott Moorehead, Engineer for Beta International will file a Notice of Intent for the utilities for South Bradford Street. S. Moorehead described the utilities as being relatively non-wetlands impact project. The NACC requested a need for a site plan locating houses and complete information on the wetland areas. Environmental Notification Form - Nursing Home A site visit will be made by Tracy. Environmental Notification Form - Davis and Furber Ronald Pastore, a consultant to the Town will form subcommittee to review the CDAG Environmental Notification Form for improvement of streets around the Davis and Furber complex. 33 Greenwood East J. Lindon made a site visit and noticed hay bales placed at the low point of the Lot. he suggested that they also put them along the entire perimeter. A discussion took place as to whether there are wetlands violation or not. B. Mansour will write a letter after a site visit. No work to be done until NACC has approved the hay bales and the banking has been pulled back. Lots 22 and 23 Forest Street Jack Lindon motioned to issue a Notice of Enforcement Order Violation which reads "Stop all work on Lots 22 and 23 until wetland replacement plan has been submitted and approved by the NACC and to attend our next meeting (7/16/86)" B. Mansour second, motion carries. Lot 2 Carlton Farms An Enforcement Order was issued to stop work and to attend our next meeting. Regarding a driveway grading running down into a wetland. Placement of erosion control required. J. Lindon motioned to issue Enforcement Order on Lot 2 Carlton Farms. B. Mansour second, motion carries. Affiliate Members - W. Vicens motioned that we send a letter to Board of Selectmen informing them that we will be appointing affiliate non-voting members to assist NACC subcommittees to do tasks, if they have no objections. Ltr. from DiPrete-Marchioda & Assoc. , Inc. informing the Commission of complete wetland flagging at Lots 1 & 2 Berry Street Referral Form from the Planning Board Re: Special Permit = Lot 2 Village Way. Wetland Replacement Plans from Thomas Neve re: Lots 23A and 34B Carlton Lane. Ltr. from Merrimack Engineering Re: Teoma Estates I Wetland Replacement. Referral Form from the Planning Board Re: ABC Bus. Statement for legal services from Bracken and Baram. Environmental Notification form for Route 125/Holt Road Intersection Improvements. Information Certificate of the Secretary of Environmental Affairs on the draft Environmental Impact Report for Water treatment plan. Notice from James Gutensohn, Commissioner of DEM re: North Andover awarded a Bay Circuit Planning Grant. Mass. Audubon Society; Ground Water Information Flyer #8. Ltr. from Board of Health to DEQE re: non-issuance of a permit for a holding tank at 1060 Osgood Street. Contract from Ellen Chagnon for Wetlands Flagging at Coventry Estates II. Outgoing Ltr. to Building Insepctor re: Lot 1 Kieran Road. Ltr. to Planning Board re: Special Permit for Anne Road Common Driveway.
