Lowery (Absent) L. Bruinooge C. Schoene (7:30) W. Vicens (Vacation) B. Mansour (9.00) T. Peter, Cons. Admin. J. Lindon M. Boudrot, Sec. A. Resca Meeting started at 7.15 P.M. Lot 3 Carlton Lane - Enforcement Order Enforcement Order read "Stop all work and attend next meeting". Install erosion control measures. A site visit will be made. Coventry I - Detention Pond #4 T. Peter made a site visit to review plans for the construction of a dike - a check dam will be required. Accept new proposed plan dated July 1986 for showing dike to be placed over old dike foundation and to include check dams in addition to erosion control. T. Peter to write a letter to Scott Moorehead of Beta Engineering. Installlation of Ozone Generators B. Mansour will review file, as correspondence was received today and we have not had the time to look at. Oakwood Estates The parties involved were invited to the meeting a couple of weeks ago - still no show. North Andover Business Park - Lot 8 James Bourgeois of. Channel Builders represented 11.4 Associates. NACC discussed Conditions 16 and 24. It was not clear whether these Conditions had been previously approved before the applicant started working on the site. Due to W. Vicens being on vacation, we only briefly touched upon this subject. A. Resca motioned we issue a Cease and Desist Order. L. Bruinooge second. L. Bruinooge suggested to stop all work until the plans for Lot 8 have been. approved by the Commission. C. Schoene suggested a site visit before Enforcement Order is issued. This will take place after either W. Vicens or T. Peter Page -2- Continuation of Meeting of August 6, 1986 North Andover Business Park (Cont.) visit the site. Wetlands replacement and siltation protection were explained by J. Bourgeois. There were quite a few discrepancies that were noted that were discussed. Time - Filling of Wetlands -- etc. , J. Lindon motioned that Enforcement Order be issued after W. Vicens or T. Peter visit the site and determine if one is necessary. A. Resca second, motion carried. Lots 1 and 2 Berry Street Cliff Carlson who represented Elm Sq. Builders attended meeting. Was confused by the Order of Conditions and the Commission's decision. Alternatives were discussed. The plans presented were inconclusive. Tucker Farms Phil. Christiansen and Kurt Young representing Forbes Realty Trust, attended the meeting. A bond on this project was due today, and was not received. Replacement of vegetation plans were presented and discussed. L. Bruinooge suggested a site visit be made before a decision can be made on the extension. Motion madebyL. Bruinooge to make a site visit, to review the replacement plan, an nreceipt of bond by next Wednesday nite, decide on approving the extension or to issue an Enforcement Order. C. Schoene second, motion carried. Jerad Place Z Robert Jenusz presented his over-all plans of which the Commission approved. It was noted that we are awaiting another plan from T. Neve which was required by the Order of Conditions. T. Neve was unable to attend meeting. This will be put on next weeks agenda. Deerfield A. Resca to review. French Farm Ben Osgood attended meeting. J. Lindon motion we lift the Enforcement Order. Work may commence on Lots 8, •9 and 10-on Old Farm Road, per T. Peter's recommendation. C. Schoene second. Motion carried. B. Mansour abstained. T. Peter to send Letter to Fo,rhe� Realty Trust stating the lifting of the Enforcement Order, but that no work "to take place on 1 of 10. The owner of Lot 44 complained about water in the backyard, lack "of vegetation* Suggestion was made to build, a "trench to lower the standing water. Peter to send memo to Karen Nelson, Town Planner Compliance Request for Lot 17 Bear Hill - A. Resca motioned to issue a Compliance on Lot 17 Bear Hill. L. Bruinooge second, motion carries. Returned Enforcement Order addressed to Ann Marie Cuscia, on Lot 37 Bear Hill - Commission requested Enforcement Order be sent by N.A. Police Dept. Notice from the Dept. of Environmental Management to sell Forest Products at the Harold Parker State Forest W Lois Bruinooge to review. Robert Mansour motioned to close meeting: 10:45 P.M.
