Resca W. Vicens C. Schoene J. Lindon C. Lowery B. Mansour L. Bruinooge T. Peter, Cons. Admin. M. Boudrot, Sec. Bayfield Drive - MVHS/MRI Site Plan Review - Peter Brown, Attorney John. Scott, Architect - attended the meeting. After much discussion the Commission recommended that they move the building away from the wetland area. It was clearly stated that they will not use any more wtlands for future expansion. J. Lindon motioned that we inform the applicant that we agree with the concept in general and that they may use only 5,000 square feet of wetland only because this is covered under an old file. A. Resca second, motion carried. Lot 2 - Liberty Street #242-342 - A site flan review Regarding an increase in the size of the house. The Commission thought. this to be a significant change; therefore a re-opening of a public hearing will be required. Sideri Place - Common Driveway - J. Lindon to discuss this with Eric Nitzsche Lot 1 - The Pines - Enforcement Order. On the site visit it was noticed that the construction work around the pond did not look stable. The owner attended the meeting. A site visit will be made in order to lift the Enforcement Order which was issued. Lot 55 and 77 Bear Hill. - Enforcement Order Tom Goodwin attended the meeting. Hay bales had been removed from the shoulder of the road. Site visit to be made. Lot 40A - Bear Hill - Compliance Request J. Lindon motioned to empower T. Peter to issue a Certificate of Compliance on Lot 40A Bear Hill if so deemed. R. Mansour second, motion carried. Page -2- Mts of Meeting of August 27, 1986 125 Salem Street - Public Hearing - Determination Walter Demers, the owner, attended the meeting and represented himself. A garage converted into a family room is proposed. T. Peter suggested they install hay bales as it is less than 100 feet from a tributary to the Lake, however only 70 feet from a wetland. Site visit to be made. J. Lindon motioned to close the public hearing on 125 Salem Street for the purpose of making a decision on Salem Street by next Wednesday. B. Mansour second, motion carried. Lot 26 - S inningWheel Estates - forest Street - Determination David Minicucci appeared before the Commission representing his client, Lytha Y. Flynn. Michael Markus, a biologist from IEP wrote a report on the wetland findings. J. Lindon motioned to close the public hearing on Lot 26 Forest St (spinning Wheel Estates) , make a site visit. Determination will be made by next meeting of Sept. 3rd. L. Bruinooge second, motion carried. Lot 8 Mill Road - Public Hearing Richard Westcott, a civil engineer and Walter Johnson owner, attended the meeting. Plans were presented. C. Lowery, a Commissioner is an abutter, who will abstain from voting. J. Lindon motioned to close the public hearing on lot 8 Mill Road with the purpose of issuing an Order of Conditions within 21 days. L. Bruinooge second, motion carried. Lot 9 Oakwood Estates - Enforcement Order No determination was filed. An Enforcement Order was issued for work taking place prior to filing. T. Neve presented drainage calculations. T. Peter to write a letter to Planning Board re: Jennifer Lane - Order of Conditions. The calculations determine the area to be isolated land not subject to NACC regulation.,, Jerad Place Thomas Neve, engineer, presented plans to satisfy Conditions 13 & 16 of the Order of Conditions. Place on next weeks agenda for approval. Lot 10 -- drainage calculations were submitted. Place on our next agenda. J. Lindon to review. Yellow Maise B. Mansour motioned to accept constrction procedure on Yellow Maise plans as submitted on DEQE #242-360. J. Lindon second, motion carried. T. Neve discussed the construction procedure of the sewer Line per Condition #14. Springhill Subdivision - T. Neve to have TEP check capacityof Summer Street pond. Vicens motioned to notify Steve Stapinski and Mark Henry by letter that if a Notice of Intent is not in the office by next Wednesday, we will have to issue an Enforcement Order to stop all work on the site. J. Lindon second, motion carried. 10:05 P.M. Executive Sessions Lot 34A - Carlton Lane Ted Meadows Property on Turnpike Street Correspondence Action Required Environmental Notification Form For the Sutton Street Connector.
